Nationwide, 10 social housing projects have been started in 2023.

According to statistics from the Ministry of Construction, in 2023, localities across the country started construction on 10 social housing projects and housing for industrial park workers with a total of about 19,853 units. Of these, 7 are housing projects for low-income people in urban areas with a scale of 8,815 units.

Continuing to implement Resolution No. 43/2022/QH15 of the National Assembly and Resolution No. 11/NQ-CP of the Government on the Socio-Economic Recovery and Development Program, to date, outstanding loans from the Vietnam Bank for Social Policies have reached VND 9,800 billion with 25,581 customers eligible for loans to buy, lease-purchase social housing, workers' housing, build new or renovate and repair houses.

At the same time, to disburse support packages for investors of social housing projects, worker housing projects, and renovation and reconstruction of old apartment buildings according to the provisions of Decree No. 31/2022/ND-CP, the Ministry of Construction said that it has announced the list of projects eligible for loans three times on the Ministry's electronic information portal and sent it to the State Bank.

There are 24 social housing projects, housing for workers, and renovation of old apartments eligible for loans with a scale of 20,188 apartments, a total investment of VND 19,014 billion, and a loan demand proposed by localities of about VND 7,516 billion.

The Ministry of Construction said it has issued a document urging provinces and centrally-run cities to continue reviewing and completing legal procedures for projects in their areas that meet the prescribed conditions to synthesize and announce in the next rounds.

To implement the Project "Investing in the construction of at least 1 million social housing apartments for low-income earners and industrial park workers (2021-2030 period)," the Ministry of Construction has issued many documents urging localities to perform assigned tasks and report social housing investment data in the area; chaired the organization of a national conference to deploy the Project.

According to local reports, up to now, in the 2021-2025 period, the whole country has had 475 social housing projects for low-income people and industrial park workers with a scale of 432,698 units completed and under construction investment.

Data collected from localities shows that many social housing project investors are focusing on implementing the VND120,000 billion support package. Currently, 23 provinces have announced a list of 54 projects eligible for loans under the VND120,000 billion credit program with a loan demand of more than VND25,884 billion. Up to now, a number of social housing projects in localities have disbursed capital of about VND143.3 billion.

Regarding the renovation of old apartment buildings according to Decree No. 69/2021/ND on renovation and reconstruction of apartment buildings, the Ministry of Construction has issued a document requesting provinces and cities to report on the implementation of legal policies on management, operation, renovation and reconstruction of apartment buildings and the implementation status of this Decree.

According to Mr. Hoang Hai, Director of the Department of Housing and Real Estate Market Management, the Ministry of Construction regularly monitors the real estate market situation to promptly adjust and remove difficulties and inadequacies in mechanisms and policies, ensuring the market develops stably and healthily.
