The Ministry of Education and Training regulates the division of regions to calculate teacher quotas.

The Ministry of Education and Training has just issued Circular No. 20/2023/TT-BGDDT, providing guidance on job positions, staff structure according to professional titles and quotas for the number of people working in public general education institutions and specialized schools.

One of the highlights of this Circular is the regulation on dividing regions to calculate teacher quotas. Specifically, in Article 3 of the guiding Circular, the regulation on dividing regions to calculate teacher quotas is as follows:

Region 1: Communes in region II and region III according to current regulations in ethnic minority and mountainous areas; communes with special difficulties in coastal areas; communes with special socio-economic difficulties; island communes, offshore islands, border communes, and safe zone communes according to Government regulations.

Region 2: Communes in region I (except wards and towns) according to current regulations belong to ethnic minority and mountainous areas.

Region 3: Wards and towns in Region I according to current regulations in ethnic minority and mountainous areas and the remaining communes, wards and towns.

The number of students/class by region used as a basis for assigning or approving the number of employees in general education institutions is as follows:

Region 1: Average 25 students/class for primary school; average 35 students/class for secondary and high school.

Region 2: Average 30 students/class for primary school; average 40 students/class for secondary and high school.

Region 3: Average 35 students/class for primary school; average 45 students/class for secondary and high school.

The number of students/class of the Ethnic Boarding School and the Specialized High School is implemented according to the regulations in the organization and operation regulations.

The number of students per class is determined specifically for each educational institution, not determined by administrative units at commune, district, or province levels.

Based on the regional division regulations, the provincial People's Committee directs specialized agencies to determine commune-level units in each region as the basis for calculating teacher quotas for general education institutions.

In special cases where the number of students per class must be lower or higher than the regional average, the Provincial People's Committee shall decide on the number of students per class appropriate to reality.

In this Circular, the Ministry of Education and Training specifically regulates the number of employees working in educational institutions.

Primary schools are assigned a maximum of 1.5 teachers/class for classes with 2 sessions/day, and a maximum of 1.2 teachers/class for classes with 1 session/day. After calculating the number of students/class according to regulations, if there are any remaining students, for every 12 students in a school in region 1; 15 students in a school in region 2 or 17 students in a school in region 3, an additional teacher will be assigned.

Secondary schools are arranged with a maximum of 1.9 teachers/class. Boarding schools for ethnic minorities, semi-boarding secondary schools for ethnic minorities, and secondary schools for the disabled are arranged with a maximum of 2.20 teachers/class.

High schools are arranged with a maximum of 2.25 teachers/class. Boarding schools for ethnic minorities are arranged with a maximum of 2.4 teachers/class. Specialized high schools, with specialized classes, are arranged with a maximum of 3.1 teachers/class.

At the junior high and high school levels, after calculating the number of students/class according to regulations, if there are any remaining students, then for every 17 students for schools in region 1; 20 students for schools in region 2 or 22 students for schools in region 3, an additional teacher will be assigned.

In addition to regulations on job position norms for teachers, the Circular also specifically stipulates the number of people working in leadership and management positions; shared professional job positions; support and service job positions for educational institutions at each level.

This Circular takes effect from December 16, 2023.
