The Steering Committee for the 2024 High School Graduation Exam continues to thoroughly implement the spirit of "4 rights - 3 no's" in the process of organizing the exam, including: following the regulations and exam instructions; following the correct and complete procedures; following the correct assigned positions, responsibilities and tasks; at the right time to promptly handle unusual situations and incidents; not being negligent or subjective; not being tense or overly pressured; not arbitrarily handling unusual situations and incidents.

According to the Deputy Minister of Education and Training, first of all, it is necessary to do a good job of directing. From the central level, the National Steering Committee, to the provinces, cities, and departments of education and training, it is necessary to promptly establish the apparatus, complete the system of documents, and closely and comprehensively direct.
The exam takes place on a national scale, with a large number of teachers participating, millions of candidates, the education sector needs the coordination of the police, military, inspection, health, traffic, etc. In order for the coordination to be smooth and consistent, the assignment of tasks must be clear in terms of responsibilities, products, and time. Members of the Steering Committee representing departments and sectors need to have a specific plan to ensure the best for the exam.
Deputy Minister Pham Ngoc Thuong also emphasized the need to pay attention to the preparation work because the more thorough and thoughtful it is, the more convenient and effective the implementation will be. Accordingly, all officials participating in the exam must be trained and learn the regulations, clearly understand their responsibilities and duties so that no official does not learn the regulations and is negligent in implementation. Carry out early inspection well to promptly detect problems and handle them, and draw common lessons. In addition, it is necessary to forecast unusual situations that may occur and have measures ready to handle the situation.
Regarding human resource preparation, the Deputy Minister said that this is an extremely important step that determines the success or failure of the exam. Units need to learn from previous years' experiences and lessons, carefully select people, and operate smoothly and experimentally during the preparation stage.
Regarding professional work, according to the Deputy Minister, lessons learned show that all errors that occur are due to lack of seriousness, improper implementation of regulations, and ignoring procedures. Therefore, the Deputy Minister requires units to properly implement procedures, regulations, and instructions in all stages. The leaders of the Ministry of Education and Training also noted that units need to be proactive and timely in communication work, coordinate with press agencies, provide public and transparent information about the exam in the spirit of helping parents, society, and sectors understand the exam and reach consensus in implementation.
At the conference, delegates listened to the leaders of Department A03 and A05 of the Ministry of Public Security discuss the coordination work to ensure security and safety for the exam. Representatives of the Ministry of Public Security also provided guidance on detecting high-tech devices that can cheat during the exam; shared good practices of localities through more than 70 training sessions in the past so that not only candidates and parents but also the whole society can raise awareness of compliance with regulations, contributing to increasing proactiveness in preventing violations, creating stability for candidates participating in the exam.
The conference also spent a lot of time recording the presentations, exchanges and recommendations of representatives of the departments of education and training on regulations, instructions, and work to ensure exam security and safety.
