On November 22, the Ministry of Education and Training announced the draft regulations on university admissions in 2025, which adjusts regulations on the threshold to ensure input quality (floor score) for teacher training majors and majors in the health sector that issue practice certificates.

Specifically, candidates applying for admission to these majors must have academic results in all 3 years of high school from good or higher or a graduation score of 8 or higher.

Some majors that are subject to lower entry levels are physical education, music education, art education, college-level preschool education, and nursing, preventive medicine, midwifery, dental prosthetics, medical testing, medical imaging, and rehabilitation. Candidates must have good academic results in all 3 years of high school or a graduation score of 6.5 or higher.

These conditions are all higher than the current ones, which is that candidates only need to have good or fair academic performance in grade 12.

In addition, the ministry currently divides candidates for teacher training and health care into two groups. The academic record requirement only applies to the group that does not consider high school graduation exam scores. For the group that considers graduation exam scores, the ministry will announce the floor score every year.

The draft published yesterday no longer divides the floor level according to the admission method.

The common floor score for the health and education groups has been implemented by the Ministry of Education and Training for the past 6-7 years to improve the input quality of these two specific groups.

In the past two years, the minimum score for admission to the education sector based on the high school graduation exam results was 18-19 for a combination of three subjects. For the college-level preschool education sector, it was 17. This level includes priority points.

Particularly, 11 majors in the health group must have a minimum floor score of 19-22.5, the highest being medicine and dentistry.

This year, the whole country has more than 733,600 candidates applying for university admission. The number of successful candidates in the first round was nearly 673,600 but more than 122,000 students dropped out.

Schools use about 20 admission methods. With the consideration of high school graduation exam scores, the standard score ranges from 14 to 29.3 points, with the leading position being the literature and history pedagogy major of Hanoi National University of Education.
