Binh Giang has the highest number of projects approved for investment at the district level that are behind schedule in the province.

According to the Department of Planning and Investment of Hai Duong province, currently in the province there are 209 projects of business households approved for investment by the district People's Committee that are behind schedule and not implemented in accordance with regulations.

Binh Giang district has the most behind-schedule projects in the province with 44 projects, followed by Ninh Giang and Cam Giang districts with 22 projects each. Thanh Mien district has the fewest behind-schedule projects with 4 projects.

The Department of Planning and Investment has identified the reasons for the delay in progress as 132 projects have not yet leased land and 77 projects have leased and handed over land.

Of the 132 projects that have not been allocated land, 43 projects are due to investors not actively cooperating in carrying out land lease procedures, 89 projects are due to objective reasons such as land clearance, planning, regulations on public land area, etc. Of the 77 projects that have been leased land, 51 projects have not completed construction and have not yet come into operation; 10 projects have only been partially constructed; 13 projects have expired land lease terms and 3 projects have stopped operating.
