Closing of the 8th Conference of the 13th Party Central Committee

General Secretary Nguyen Phu Trong chaired the conference. National Assembly Chairman Vuong Dinh Hue presided over the closing session.

The Party Central Committee members and the comrades attending the conference upheld their sense of responsibility, promoted democracy and intelligence, discussed frankly, and contributed many important and enthusiastic opinions to the projects and reports. The Politburo fully accepted and explained issues with different opinions. The Party Central Committee unanimously approved the resolutions of the conference.

Prioritize promoting and improving growth quality

The conference highly agreed that, in the context of the world and domestic situation with many unusual difficulties and challenges, much more complicated than predicted, but thanks to the wise, close and timely leadership of the Party; the effective accompaniment and supervision of the National Assembly; the proactive, flexible and drastic direction and management of the Government and the Prime Minister; the solidarity and close coordination of all levels, sectors and localities; the synchronous participation of the entire political system and the efforts of the entire Party, people and army, we have achieved many important results in all fields.

In his closing remarks at the conference, General Secretary Nguyen Phu Trong stated that in the coming time, the world economy in particular and the international situation in general are likely to continue to develop in a complex and unpredictable manner with many new difficulties and challenges. In the country, in addition to opportunities and advantages, we continue to face many limitations, weaknesses and many major difficulties and challenges.

In the remaining months of 2023 and 2024 - pivotal years of special importance in successfully implementing the Resolution of the 13th National Party Congress, General Secretary Nguyen Phu Trong requested that it is necessary to continue to resolutely and effectively implement the guidelines, policies, goals and tasks that have been thoroughly discussed and unanimously proposed by the Central Committee in the Conclusion of this conference.

Focus on prioritizing promoting and improving growth quality, creating jobs, and increasing income for workers on the basis of maintaining macroeconomic stability, ensuring major economic balances, and ensuring social security.

Continue to closely monitor the international and domestic situation to promptly make appropriate and effective decisions; strive to achieve the highest level of the main goals and targets of 2023 and the entire 13th term.

The Government Party Committee needs to urgently and seriously absorb the Central Committee's instructions to complete the submissions and reports, ensuring quality, closeness to reality and high feasibility for submission to the National Assembly for consideration and decision.

Improve the quality of social policy

General Secretary Nguyen Phu Trong said that the Central Executive Committee has highly agreed to issue a resolution on continuing to innovate and improve the quality of social policies, meeting the requirements of building and defending the Fatherland in the new period with many important contents inherited, innovated, supplemented and developed compared to Resolution 5 of the 11th Central Committee.

The new resolution has expanded to all social policies, focusing on innovation and improving the quality of social policies to meet the requirements of building and defending the Fatherland until 2030, with a vision to 2045. The approach has also been adjusted, from ensuring and stabilizing to stabilizing and developing; associated with sustainable social development management, improving social welfare for all people, ensuring social security, human security, and social security. This conference has supplemented, developed, and clarified new perceptions in the context of the new situation and new requirements and tasks.

The Central Committee has reached a high consensus on defining the goals until 2030 and orientations until 2045, in accordance with the spirit of the Resolution of the 13th National Party Congress; at the same time, it has proposed 10 new groups of tasks and solutions, close to the actual situation and highly feasible.

Continue to promote the tradition of national solidarity

General Secretary Nguyen Phu Trong emphasized that in the new development period, it is necessary to continue promoting the tradition of great national unity, creating social consensus, strongly arousing patriotism, self-reliance, national pride, belief, and aspiration to contribute, contributing to the successful implementation of the goal that by 2030 Vietnam will be a developing country with modern industry and high average income; by 2045, it will become a developed country with high income, following the socialist orientation.

To successfully achieve the goals, General Secretary Nguyen Phu Trong suggested that it is necessary to urgently and seriously develop and synchronously and effectively implement policies and continue to promote the tradition of great national unity in the new development period.

Supplement and perfect laws and policies to suit the new situation to better promote the strength of all classes of people, arouse the will and aspirations for development of the entire nation.

Continue to build and rectify the Party and the political system to be truly clean and strong in all aspects; maintain the Party's pioneering and core leadership role in building and promoting the tradition of great national unity.

Enhance the effectiveness and efficiency of the State's operations in building and implementing the policy of national solidarity; promote socialist democracy, democratize social life, take people as the center, the subject, the main resource, the driving force, and the goal of national solidarity.

Continue to innovate the content and methods of operation of the Vietnam Fatherland Front, socio-political organizations, and mass organizations in a creative direction, truly representing the legitimate rights and interests of the people, serving the country's development; organize patriotic emulation movements well, practically, and effectively...

Continue to build a team of intellectuals in the new era

General Secretary Nguyen Phu Trong said that the conference had reached a high consensus that the new situation and new requirements and tasks required the issuance of a new Central Resolution on continuing to build the country's intellectual team, fostering a stronger national spirit, meeting the requirements of proactively and actively participating in the fourth industrial revolution, promoting the cause of innovation, industrialization, modernization of the country and cultural revival, building Vietnamese people of the new era...

On the basis of high consensus in awareness, the General Secretary proposed to focus on prioritizing the building and completion of institutions and policies for the synchronous and comprehensive development of science - technology, culture, literature and arts associated with promoting the role of intellectuals.

Urgently develop, promulgate and effectively implement appropriate policies and measures to innovate and further improve the quality of leadership and develop the intellectual team.

Create fundamental changes in the training and development of intellectuals; develop, attract, reward and honor intellectuals. Create an environment and favorable conditions for intellectuals to start businesses and work creatively, promote the talents and intelligence of the collective and individual scientists.

Promote the mobilization and diversification of investment resources for the construction and development of the intellectual team; promote responsibility, enhance the initiative and positivity of the intellectual team itself, consolidate and improve the quality of activities of professional associations among the intellectual team...

Responding to the need to protect the Fatherland early and from afar

The Party Central Committee unanimously agreed that: In the 10 years of implementing the Resolution of the 8th Central Committee, Session XI, on the Strategy for National Defense in the new situation, our entire Party, people and army have promoted patriotism, solidarity and strived to achieve very important and comprehensive achievements, creating many outstanding marks. Our country has never had such a foundation, potential, position and international prestige as it does today.

General Secretary Nguyen Phu Trong emphasized that it is necessary to issue and effectively implement the new resolution of the Central Committee on this particularly important strategic task.

Always maintain and strengthen the absolute, direct leadership in all aspects of the Party and the centralized, unified management and administration of the State in the cause of national construction and defense.

Relying on the people, taking "the people as the root", arousing and promoting the will of self-reliance, self-strengthening, cultural traditions, patriotism, the strength of the great national unity bloc, building a "people's heart position", taking "people's peace" as the decisive factor for all victories in the cause of building and defending the Fatherland.

Focus on ensuring the highest national interests on the basis of the fundamental principles of the United Nations Charter, international law, equality, cooperation, and mutual benefit.

Focus on prioritizing the successful and synchronous implementation of political tasks: Socio-economic development is the center; Party building is the key; cultural development is the spiritual foundation; ensuring national defense and security is essential and regular.

Firmly uphold the goal of national independence and socialism; resolutely, persistently, and proactively create opportunities, firmly protect independence, sovereignty, unity, and territorial integrity; maintain a peaceful and stable environment and favorable conditions for national construction and development.

Closely combine the two strategic tasks of building and defending the Fatherland. Increase appropriate investment in building the all-people national defense, people's security, and people's armed forces, meeting the requirements of protecting the Fatherland early and from afar, absolutely not being passive or surprised in any situation. Combine national strength with the strength of the times; proactively and actively integrate and improve the effectiveness of international cooperation.

Unanimously decided to establish 5 Sub-committees to prepare for the 14th National Party Congress

General Secretary Nguyen Phu Trong emphasized that the Party Central Committee acknowledged and highly appreciated the efforts of the Politburo and the Steering Committee in carefully and seriously preparing the quality of the submission and planning for the 14th Party Central Committee with the inheritance, supplementation, and proper and appropriate development of the methods and lessons learned from previous terms, especially the 13th term.

The Central Committee requested that, immediately after this conference, based on the results of the Central Committee's introduction, the review and assessment of the Steering Committee, the Central Party Committees and the relevant agencies, the Politburo should promptly consider and decide on a step-by-step plan for the Party Central Committee for the 2026-2031 term as a basis for training, fostering and regularly monitoring, inspecting and supervising the cadres who have been included in the plan.

If any violations or unqualified conditions are discovered, they must be promptly removed from the planning; at the same time, we must continue to carefully review and analyze the quality, structure, and composition of all areas of work to promptly detect, recommend, and introduce additional planning reports to the Politburo for submission to the Central Committee for consideration at the following conferences.

General Secretary Nguyen Phu Trong emphasized that this is an important initial step in the process of building a strategic-level cadre planning for the 14th tenure with the spirit of doing it step by step, task by task, firmly and closely. After completing the planning, the Central Executive Committee will plan the Politburo and Secretariat, and then plan the key leadership positions.

In this process, it is necessary to thoroughly grasp and effectively implement Plan No. 17-KH/TW of the Politburo, identifying strategic-level cadre planning as a very important task of the Party, placed under the direct and absolute leadership of the Party Central Committee and the Politburo, meeting the requirements of building a team of high-level cadres of the Party with sufficient qualities, capacity, prestige, and equal to the task.

Strictly implement the principle of democratic centralism, fully promote the authority and responsibility of the Party Central Committee, the Politburo, Party committees at all levels, Party organizations and leaders in accordance with regulations; ensure strict, democratic, objective, public and transparent procedures.

Focus on quality combined with a reasonable structure to ensure the comprehensive leadership of the Party. Create synchronization, comprehensiveness, and connectivity in the planning of key leadership positions of departments, ministries, branches, localities, agencies, and units; link with the work of training, fostering, arranging, rotating, appointing, introducing cadres and personnel preparation for the next term; take the planning of the Party Central Committee, the Politburo, the Secretariat and key leadership positions of the Party and State as the basis for the personnel work of the Party Central Committee at the 14th National Party Congress.

General Secretary Nguyen Phu Trong said that at this conference, the Central Committee discussed and unanimously decided to establish 5 sub-committees to prepare for the 14th National Party Congress, including: Documents Sub-committee; Economic and Social Sub-committee; Personnel Sub-committee; Party Charter Sub-committee; and Organization Sub-committee serving the Congress.

When considering and deciding to establish the Subcommittees, the Central Committee discussed and gave opinions on the adjustment of the structure, functions, tasks and specific personnel of each Subcommittee; considering this as the initial work for the preparation process for the 14th National Party Congress. The Subcommittees need to urgently develop programs and plans to soon come into operation, ensuring quality and efficiency.

At the same time, the Party Central Committee also considered and decided on a number of issues regarding personnel work.

General Secretary Nguyen Phu Trong requested that each Central Committee member, in each working position, further uphold the sense of responsibility before the Party, the people and the country, focus on leading, directing, thoroughly grasping and organizing the implementation of the resolutions of the Central Committee this time, contributing to the successful implementation of the Resolution of the 13th National Party Congress and making good preparations for Party Congresses at all levels towards the 14th National Party Congress.
