On October 7, the 8th Conference of the 13th Party Central Committee continued its 6th working day, discussing in the Hall.
The Party Central Committee members focused on analyzing the results achieved in recent times, agreed on the issuance of a new Resolution as well as proposed solutions to better carry out this task in the coming time.
Continue to promote the strength of national unity
At the discussion session, the Party Central Committee members affirmed that continuing to promote the strength of great national unity is a very important factor in carrying out the two strategic tasks of the revolution: building and defending the Fatherland. After 20 years of implementing Resolution 23, the awareness and responsibility of Party committees and organizations at all levels, cadres, Party members and people of all walks of life regarding great unity and promoting the strength of great national unity have become deeper. Many new policies and guidelines have been issued and effectively implemented by the Party and State, constantly consolidating and strengthening the great national unity bloc. The strength of great national unity has been constantly promoted in all fields.
Basically agreeing with the draft documents, summarizing the Report and the draft Resolution, some opinions suggested that the Central Committee should pay special attention to ethnic work in the coming time. According to Comrade Nguyen Thi Thu Ha, General Secretary, Vice President of the Central Committee of the Vietnam Fatherland Front, there are still some existing problems such as poverty, rich-poor polarization, land, domestic water, illegal immigration. The proportion of cadres is ethnic minority. Social evils are complicated. Activities inciting riots and division are affecting the relationship between ethnic groups. If not proactively resolved, not focused on and resolved satisfactorily, this will be a loophole for reactionary forces to entice, incite, influence, and even sabotage the great national unity bloc.
"In my opinion, it is necessary to place the task of uniting Vietnamese ethnic groups in a special position in building the great national unity bloc; it is necessary to emphasize policies and solutions to strengthen solidarity, community cohesion, sharing, and close-knit ties between ethnic groups and improve the real lives of ethnic peoples," Comrade Nguyen Thi Thu Ha suggested.
In the current context, the development of the socialist-oriented market economy has created an interweaving of social classes. Therefore, in order to promote the strength of the great national unity bloc, the Party Central Committee members proposed that there should be leadership and direction for relevant agencies to promote theoretical and practical research, clarifying the content, especially the alliance of the working class, farmers and intellectuals.
Comrade Nguyen Dinh Khang, President of the Vietnam General Confederation of Labor, said that the issue of the working class and trade union organizations in the new context has new contents, which need to be studied, paid attention to and specific solutions proposed. The Party Delegation of the Vietnam General Confederation of Labor proposed to soon summarize and propose goals, tasks and solutions to build the Vietnamese working class by 2030, with a vision to 2045.
“In the work on some theoretical and practical issues on socialism and the path to socialism in Vietnam, General Secretary Nguyen Phu Trong affirmed that the issue of maintaining the nature of the Party as a Communist Party, a genuine revolutionary Party, operating for the cause of the working class of the nation, for the interests of the people is an extremely fundamental and important issue. We propose that there should be research to be able to concretize the content and criteria of persistently maintaining and promoting the working class nature of the Party. We - the trade union organization also determined that this is a very big issue to protect and build the Party," said comrade Nguyen Dinh Khang.
Contributing to the discussion, Comrade Luong Quoc Doan, Chairman of the Central Committee of the Vietnam Farmers' Association, said that basically, the countryside is no longer purely agricultural as before, but there is a mixture of classes leading to stratification in terms of income, livelihood and development opportunities. Therefore, it is necessary to research and summarize the practical development of theories about the peasant class in the conditions of developing a socialist-oriented market economy. "I propose to add the task of researching theories and concretizing the Party's leadership on the content and solutions to build and strengthen the alliance of the working class, farmers and intellectuals," Comrade Luong Quoc Doan expressed his opinion.
Specify the content of the draft Resolution
The Party Central Committee members also affirmed that in recent times, the work of building the great national unity bloc has received great attention, leadership and direction from the Central Committee, the National Assembly and the Government, demonstrated through the issuance of resolutions, directives, laws and Action Strategies, achieving many very positive results. However, the implementation process still has some limitations such as the concretization of the organization of the implementation of the Party's guidelines, policies and laws of the State in some areas and localities is still low. Many resources have not been effectively promoted. The relationship between the Party, the State and the people is sometimes and in some places not closely connected. The Vietnam Fatherland Front and socio-political organizations have not fully promoted their role in gathering and uniting people of all walks of life; have not fully performed their responsibility of representing the legitimate and legal rights and interests of the people. In order to achieve greater efficiency in implementing this task, the Party Central Committee members suggested that it is necessary to continue to have specific, feasible and practical solutions.
According to Permanent Deputy Secretary of the Hanoi Party Committee Nguyen Thi Tuyen, in the process of building a legal system, there must be consistency to create a legal basis for implementing democratic regulations and creating consensus among the people. "Here, the issue of promulgating legal documents, legal documents that create consistency and unity, there is no retroactivity. Especially, in areas such as site clearance, land acquisition, resettlement, tax collection to create fairness in current legal documents, there are also issues that are not consistent," comrade Nguyen Thi Tuyen gave specific opinions.
Comrade Ha Thi Nga, President of the Vietnam Women's Union, suggested that the Central Committee continue to pay attention to implementing social policies well, harmoniously resolving social interest relationships to contribute to strengthening the trust and consensus of the people and the business community towards the Party and the State. Along with that, improve the effectiveness and spread of the national solidarity festival in residential areas. "We believe that this is also a very unique way of doing things in our country, receiving consensus and truly becoming a great festival of the people in all residential areas. Therefore, we also hope that the national solidarity festival will continue to receive attention, raising it to a new level", Comrade Ha Thi Nga expressed.
Giving his opinion on ethnic minority areas, comrade Y Thanh Ha Nie Kdam, Chairman of the National Assembly's Ethnic Council, said that some regulations on the State's policies towards ethnic minority areas in the laws are still general in nature; expressed in phrases such as "priority, encouragement, facilitation" but there are no specific regulations for laws or sub-law documents. Some regulations are not close to real life.
“I propose that the Party’s guidelines and policies should be institutionalized in a complete, timely, and practical manner, avoiding the situation where the content is issued but difficult to implement or cannot be implemented. Second, the goal of the people’s prosperity and happiness should be put first and foremost. Third, the Party’s inspection and supervision of the institutionalization of guidelines and policies on national solidarity should be strengthened, especially policies closely related to people’s lives, with special attention paid to people with revolutionary contributions, disadvantaged groups, and ethnic minorities,” comrade Y Thanh Ha Nie Kdam suggested.
Basically agreeing with the 7 policies and solutions stated in the draft Resolution, An Giang Provincial Party Secretary Le Hong Quang commented that the policies and solutions stated in the draft are the concretization of the Party's viewpoints and guidelines on promoting the strength of great national unity in the cause of national renewal in the direction of socialism. An Giang Provincial Party Secretary Le Hong Quang proposed that the draft add the following content: Consolidating and strengthening the close relationship between the Party and the people, promoting the pioneering and exemplary role of cadres and Party members, especially leaders; continuing to resolutely and persistently fight against corruption and negativity to build our Party and State increasingly clean and strong.
In the context of many changes in the world, regional and domestic situations, the issuance of the Resolution on continuing to promote the tradition of great national solidarity will contribute to overcoming limitations, promoting strength to successfully carry out the cause of building and defending the Fatherland in the new period, building the country to be increasingly rich, prosperous, civilized and happy.
