Further enhance responsibility in performing tasks

Speaking at the closing ceremony of the conference, comrade Tran Duc Thang, member of the Party Central Committee and Secretary of the Hai Duong Provincial Party Committee, emphasized that 2024 is a very important year in deciding to complete the goals and tasks of the 5-year socio-economic development plan for 2021 - 2025 and the Resolution of the 17th Provincial Party Congress.

To complete the set goals, including striving for economic growth of over 9%, Hai Duong must focus on overcoming limitations and weaknesses; closely follow developments in the domestic and international situation; directions, goals, tasks and solutions of the Central Government; tasks and solutions supplemented and developed at the Mid-term Review Conference; proactively exploit and promote advantages, overcome all difficulties to successfully carry out tasks.

Provincial Party Secretary Tran Duc Thang requested the members of the Provincial Party Committee, leaders of departments, branches, localities and units to further enhance their sense of responsibility in directing and implementing tasks and solutions. Focus on developing plans, organizing and effectively implementing the Provincial Planning for the period 2021-2030, with a vision to 2050; perfecting urban and rural planning and technical and specialized planning in accordance with the provincial planning. Promote investment promotion activities, develop enterprises, develop production and business. Continue to invite large, potential and reputable enterprises to invest in the province; selectively attract foreign investment cooperation, taking quality and efficiency as the main evaluation criteria. Focus on accelerating the progress of implementing traffic projects on 4 axes connecting with neighboring localities, provinces and cities; social security, healthcare, education, digital infrastructure, smart urban projects that directly serve the people...

The heads of the Party Committee, the government, the departments and branches of the province must uphold the spirit of responsibility, dare to do, for the common good. Continue to promote administrative procedure reform, build e-government, digital government. Strengthen the settlement of administrative procedures in the electronic environment; implement national digital transformation and Project 06 of the Government. Complete the plan to arrange commune-level administrative units according to schedule; arrange the organization and apparatus of administrative agencies at all levels and the operation of public service units.

Strictly review and evaluate party organizations and party members

Highly appreciating the results and frankly pointing out the limitations in the implementation of the tasks of Party building, the Vietnam Fatherland Front and socio-political organizations in 2023, Secretary of the Provincial Party Committee Tran Duc Thang requested Party committees at all levels to strictly direct the review, assessment, classification of quality, and rewards for Party organizations, Party members, and collectives and individuals of leaders and managers at all levels in 2023. Deploying the vote of confidence for officials holding leadership and management positions of agencies and units in the political system of the province according to Regulation No. 96-QD/TW, dated February 2, 2023 of the Politburo. Strictly directing the implementation of Directive 26-CT/TW, dated November 23, 2023 of the Secretariat on organizing the Year of the Dragon. Develop and implement plans and guide Party Congresses at the grassroots and district levels, towards the 18th Provincial Party Congress according to the Central's guidance and the actual situation of the province. Successfully direct the Vietnam Fatherland Front Congresses at all levels in the province, towards the 10th Congress of Delegates of the Vietnam Fatherland Front, term 2024 - 2029...

To continue effectively implementing Project No. 02 of the Provincial Party Committee Standing Committee, Secretary of the Provincial Party Committee Tran Duc Thang emphasized that Party committees at all levels need to promptly direct the review, adjustment and supplementation of documents related to the work of organizing cadres, cadre policies and regimes in accordance with the direction of the Central Committee and in accordance with reality. Innovate and improve the quality of cadres at all stages and steps. Improve the quality of advice; control power in cadre work; prevent and repel the practice of buying and selling positions and power. Strengthen management, education, training of political qualities, ethics, style, lifestyle, and promote the responsibility of setting an example for cadres. Strengthen the work of inspecting and supervising cadres and cadre work; promptly and strictly handle organizations and individuals who violate Party discipline and State laws.

In the inspection and supervision work, Hai Duong Provincial Party Secretary Tran Duc Thang noted the need to focus on inspecting and supervising the leadership and direction of the implementation of the Resolution of the 13th National Party Congress, the Resolution of the 17th Provincial Party Congress and the Party Congresses at all levels. Closely coordinate the inspection and supervision work of the Party with the work of inspection, auditing, investigation, prosecution and trial. Synchronously deploy Provincial Planning

Hai Duong Provincial Party Secretary Tran Duc Thang said that in the coming days, the Prime Minister will soon approve the Provincial Planning for the 2021-2030 period, with a vision to 2050, and the province will organize the announcement of the Provincial Planning and grant investment certificates to a number of major investors in the province.

The Party Committee of the Provincial People's Committee needs to direct the Provincial People's Committee to proactively develop and deploy a plan to implement the provincial planning; guide localities in the province to synchronously deploy the provincial planning to achieve the best results.

From now until the end of 2023, it is necessary to continue to carry out tasks and solutions well, determined to achieve the highest level of the planned targets... In particular, Party committees and authorities at all levels need to continue to direct and implement the disbursement of public investment capital, complete works and projects on schedule to achieve a disbursement rate of over 95%. At the same time, do a good job of social security and social welfare, ensuring the lives of workers and people, especially during the Tet holiday...

Emphasizing that the goals and tasks of the 2024 plan and the 2021-2025 period are very large, in the context of many forecast difficulties and challenges, Secretary of the Provincial Party Committee Tran Duc Thang requested that Party committees, authorities, all people and the business community of the province join hands, unite, uphold the spirit of solidarity to immediately deploy, fully and synchronously implement solutions, strive to successfully complete the 2024 plan goals, contributing decisively to completing the development goals of Hai Duong province according to the Resolution of the 17th Provincial Party Congress.

Previously, in the discussion session at the hall, 6 delegates expressed their opinions to clarify the results and propose solutions to improve the effectiveness of inspection, supervision and Party development work; promote infrastructure investment to effectively exploit land resources; build advanced new rural areas; have a mechanism to care for contract teachers; support high-tech agricultural production; proactively implement the Provincial Planning.
