Opening of the 17th Conference of the Hai Duong Provincial Party Executive Committee, term XVII

Excerpt from the opening speech of Comrade Tran Duc Thang, Member of the Party Central Committee, Secretary of Hai Duong Provincial Party Committee

Comrades: Tran Duc Thang, Member of the Party Central Committee, Secretary of the Provincial Party Committee; Le Van Hieu, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, Head of the Provincial National Assembly Delegation; Trieu The Hung, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee chaired the conference.

Speaking at the opening of the conference, Hai Duong Provincial Party Secretary Tran Duc Thang said that although the world and domestic situation still has many difficulties affecting the implementation of the province's socio-economic development tasks, with the efforts of the entire political system, Hai Duong is expected to achieve and exceed 13 out of 15 planned targets. In which, the province's economic growth remains stable and high compared to the whole country, estimated at 8.2% (the whole country is estimated at about 5.5%), ranking 13th nationwide and 6th in the Red River Delta. The economic scale is estimated at 184,123 billion VND, continuing to maintain the 11th position nationwide. GRDP per capita is about 94.1 million VND. Hai Duong has improved many social security policies, in which it has and will pay special attention to people's lives and jobs, the health sector, education, etc.

Along with many bright spots of growth, in the fourth quarter of 2023, the production and business situation showed many very positive signs, with an estimated growth of 10.87% in the fourth quarter; production, business activities, public investment disbursement and investment attraction in the province have clearly improved. These are very good signals, creating a premise and basis to affirm economic growth in 2024 and the following years.

Provincial Party Secretary Tran Duc Thang assessed that the above results were achieved thanks to the active participation of all levels, sectors, enterprises and people in the province. The socio-economic development results have had many positive changes compared to the previous year, especially Hai Duong has prepared the necessary conditions, creating favorable momentum for development in the coming years, consolidating the firm belief in completing the development targets according to the Resolution of the 17th Provincial Party Congress. The achieved results also affirm the high solidarity and unity of the Executive Committee, all levels and local sectors in leading and directing socio-economic development.

Emphasizing that most of the causes of some limitations are objective but there are still subjective causes that need to be overcome, Hai Duong Provincial Party Secretary Tran Duc Thang suggested that delegates focus on discussing, clarifying the limitations, deeply analyzing the causes, especially subjective causes; pointing out the bottlenecks that need to be overcome soon, thereby clearly defining the goals, targets, tasks, and solutions for socio-economic development in 2024. Delegates need to work focused, actively participate in many opinions that go straight to the point; demonstrate innovation, democracy in activities as well as the responsibility and contribution of each comrade in their working position.

Immediately after the opening speech of the Provincial Party Secretary, the delegates listened to Standing Deputy Secretary of the Provincial Party Committee Le Van Hieu's suggestions for discussion.

The conference is expected to last 1.5 days.

The 17th Conference of the Executive Committee of the Hai Duong Provincial Party Committee, term XVII, will focus on discussing and reviewing: Report on the results of implementing the socio-economic development plan in 2023, goals and tasks of socio-economic development in 2024; Report on the implementation of Party building tasks, the Vietnam Fatherland Front and socio-political organizations in 2023, directions and key tasks in 2024; Report on the results of the Party's inspection, supervision and discipline work in 2023, directions and tasks in 2024; Report on the results of the implementation of Project No. 02-DA/TU, dated August 15, 2021 of the Provincial Party Standing Committee on building a team of leaders and managers at all levels, especially leaders with sufficient qualities, capacity and prestige to meet development requirements for the period 2021-2025, with a vision to 2030.
The conference also discussed and approved the Working Program and Inspection and Supervision Program of the Provincial Party Executive Committee in 2024; thoroughly grasped and implemented a number of new Party regulations and a number of other important contents.
