Storm No. 3 caused damage of 40,000 billion VND, estimated to reduce about 0.15% of GDP this year.
The Ministry of Planning and Investment has just reported to the Government Standing Committee on the damage caused by storm No. 3, solutions to overcome the consequences of storms and restore production and business.
Storm No. 3 is the strongest storm in the East Sea in the past 30 years. The storm and its circulation have a very large area of influence, spanning 26 provinces and cities in the entire North and Thanh Hoa (accounting for over 41% of GDP and 40% of the country's population). To date, 353 people have died or gone missing and about 1,900 people have been injured.
The Ministry of Planning and Investment said that the preliminary estimate of property damage caused by storm No. 3 is about 40,000 billion VND, including: About 257,000 houses, 1,300 schools and many infrastructure works collapsed and damaged; 305 dike incidents, mainly large dikes of level III and above. Over 260,000 hectares of rice, crops and fruit trees were flooded and damaged; 2,250 aquaculture cages were damaged and swept away; nearly 2.3 million livestock and poultry died and nearly 310,000 urban trees fell.
The growth rate of the whole country and many localities in the last 6 months of the year is forecast to slow down. The country's GDP growth in the third quarter may decrease by 0.35%, and in the fourth quarter by 0.22% compared to the scenario without storm No. 3.
“For the whole year, GDP may decrease by 0.15% compared to the growth scenario of 6.8-7%, in which the agriculture, forestry and fishery sector decreases by 0.33%, industry and construction decreases by 0.05% and services decrease by 0.22%. The growth rate of local GRDP such as Hai Phong, Quang Ninh, Thai Nguyen, Lao Cai... decreases by over 0.5%,” the Ministry of Planning and Investment said.
Many roads were flooded and damaged, causing traffic activities (especially roads and railways) to be partially suspended. Farms, households growing rice, crops, livestock, and aquaculture in most areas affected by storm No. 3, including coastal areas, urban areas, urban borders, rural areas, mountainous areas, etc. These are the most severely damaged groups, requiring a lot of resources and time to re-herd, re-crop, and reproduce, especially when the North is in the season of planting and has not yet entered the harvest season.
Regarding tourism and accommodation, many facilities are damaged and must be closed for repairs. Accordingly, the North will miss the international tourist season (from September this year to April 2025), and may not be able to attract domestic visitors, especially key tourist destinations such as Hanoi, Hai Phong, Quang Ninh, Lao Cai, Ha Giang, etc.
Industrial production and construction enterprises were also affected by the storm, especially the indirect impact of power outages, communications, labor and workers' families being affected.
The Ministry of Planning and Investment noted that social issues, especially health care, education, environment, rural clean water, urban clean water, employment, people's lives, etc. need special attention, resource priority and rapid implementation, to prevent disease outbreaks.
"There is a lot of bad and inaccurate information, causing panic and fear among people, affecting the work of preventing and fighting storms and floods and overcoming damage after storms. The security, order and social safety situation has some complicated factors, especially online fraud," the Ministry of Planning and Investment warned.
In order to promptly support people and businesses to restore production and business, the Ministry of Planning and Investment proposed to focus on implementing 5 groups of tasks and solutions. First of all, people's lives, safety and health must be protected; along with that, support must be given to restore social activities to stabilize people's lives, especially in areas most severely affected by storms, floods, and landslides.
