At the conference to review Project 06 on July 21, Ms. Le Minh Ly, Director of Binh Duong Social Insurance, said that the total amount of social insurance (SI) that was almost stolen was about 200 million VND. This agency reported to the police for handling, and at the same time issued a warning to units about the situation of forged documents in handling SI policies, especially chip-embedded ID cards.

From November 2022, Binh Duong will pilot fingerprint biometric authentication technology on chip-based ID cards for receiving, returning administrative procedure results, and scheduling work online. After 8 months, about 20,000 people submitting documents at the one-stop department were biometrically authenticated, an average of 200-220 people per day.

The specialized fingerprint biometric device provided by Vietnam Social Security is located at the document reception counter of the provincial insurance agency. People coming to do the procedure will be guided to a separate biometric counter. The receptionist compares and performs fingerprint biometrics on the chip-embedded ID card. If the identity is correct, the person will be transferred to the document reception counter to complete the procedure.
Despite some errors such as slow connection and occasional system errors, the Director of Binh Duong Social Security assessed that the biometric tool helps officials detect fake documents when making social security withdrawal applications. She recommended that Vietnam Social Security soon deploy this application nationwide and upgrade the professional software to save information and biometric history of the filer for later comparison.

According to General Director of Vietnam Social Security Nguyen The Manh, statistics of data managed by the industry as of July 15 show that only 91% of social insurance and health insurance participants have their personal identification numbers and identity cards updated and authenticated and synchronized with the National Population Database. The remaining 9% have not been properly authenticated (about 7.5 million people).
Mr. Manh proposed that ministries, branches and localities connect and share databases in the coming time because the Social Insurance sector alone cannot handle it. The Ministry of Health directs all medical examination and treatment facilities to use ID cards instead of health insurance cards to help people form the habit of using technology when going to the doctor; connect and push medical examination and treatment data to soon complete the Electronic Health Book records. The Ministry of Public Security will soon review and verify to authenticate citizen information to soon complete the synchronization.
