Through confirmation from the authorities and relatives of martyr Nguyen Dinh Phuc in Vinh Hong commune (Binh Giang), Ms. Vu Thi Be is eligible for the policy regime for martyr Nguyen Dinh Phuc.
Hai Duong Newspaper received a request from Mr. Nguyen Duc Huan (born in 1968) in Thong Nhat ward, Pleiku city (Gia Lai) regarding the settlement of the worship regime for martyr Nguyen Dinh Phuc in Phung Vien village, Vinh Hong commune, Binh Giang district (Hai Duong).
Mr. Huan is the nephew of martyr Nguyen Dinh Phuc, calling him his uncle. In the petition, Mr. Huan said that before joining the army and dying, martyr Phuc married Ms. Vu Thi Be (from the same Vinh Hong commune). The two did not have any children together. Later, Ms. Be had a child from another family. Since her husband died, Ms. Be moved to another place to live and did not maintain any relationship with her husband's family.
Currently, all documents related to martyr Phuc are managed by Mr. Huan's family, including: Certificate of National Merit, martyr certificate, death certificate... Mr. Huan wondered why his family previously enjoyed policies for martyr Phuc but then they were cut and transferred to Mrs. Be?
Since Mr. Huan lives in Gia Lai province, after receiving his request, we went to Phung Vien village and met Mr. Nguyen Cong Tuong (Mr. Huan's brother and also the nephew of martyr Phuc) to find out the situation. In the old house of martyr Phuc's parents, there is still a memorial photo of the martyr and Mr. Tuong is the person who keeps all the documents related to the martyr.
Mr. Nguyen Van Dich, Chairman of Vinh Hong Commune People's Committee, said that the commune had also received a petition from Mr. Nguyen Cong Tuong asking about his family's being cut off from worshiping martyr Nguyen Dinh Phuc. The commune People's Committee has responded to Mr. Tuong in writing.
Accordingly, in 2022, after reviewing, the Department of Labor, War Invalids and Social Affairs discovered that the martyr Nguyen Dinh Phuc had 2 people enjoying the worship regime, including: Ms. Vu Thi Be (Hanoi), the wife of martyr Phuc and Mr. Nguyen Duc Hung in Vinh Hong commune (Binh Giang), the brother of martyr Phuc, and also the father of Mr. Nguyen Duc Huan and Mr. Nguyen Cong Tuong. Therefore, the Department of Labor, War Invalids and Social Affairs has cut off the worship regime for martyr Nguyen Dinh Phuc for Mr. Nguyen Duc Hung's family.
Responding to this issue, the Department of Labor, War Invalids and Social Affairs of Hai Duong said that on August 18, 2002, the department received a request to move the file of martyr Nguyen Dinh Phuc from Vinh Hong commune, Binh Giang district (Hai Duong) to Duc Giang ward, Gia Lam district (Hanoi). The request file includes: Application from Ms. Vu Thi Be; certificate of the martyr's family status; request document from Vinh Hong commune People's Committee.
On the certificate of martyr's relatives dated August 18, 2002, the People's Committee of Vinh Hong commune certified: "Martyr Nguyen Dinh Phuc's father is Nguyen Dinh Hop, born in 1911, died in 1961; mother is Vu Thi Ngut, born in 1913, died in 1963; wife is Vu Thi Be, born in 1944, retired".
In the proposal document of Vinh Hong Commune People's Committee dated August 18, 2002, it is stated that: Ms. Vu Thi Be (born in 1944), native of Vinh Hong Commune, Binh Giang District, Hai Duong Province, is currently a retired cadre in Duc Giang Ward, Gia Lam District (Hanoi), is the wife of martyr Nguyen Dinh Phuc. Her husband joined the army in August 1964 and died on August 27, 1969. In 1967, Ms. Be went on a business trip to a hardware store in Duc Giang, Gia Lam, Hanoi. After her husband died, Ms. Be had a relationship and gave birth to a son to depend on later. Through verification of the place where Ms. Be is residing, from the time she went on a business trip until now when she retired, Ms. Be has not started a family with anyone, only living to raise her child alone. According to the policy issued by the State, she has the right to be a mother and she is the wife of a martyr.
Based on the application file of Ms. Vu Thi Be and the confirmation document and request of Vinh Hong Commune People's Committee, on May 8, 2003, Hai Duong Department of Labor, War Invalids and Social Affairs issued a letter of introduction No. 115/DC-TBLS transferring the file of martyr Nguyen Dinh Phuc to Hanoi Department of Labor, War Invalids and Social Affairs to manage and implement the regime and policies for martyrs' relatives according to regulations.
Thus, through the confirmation of the local authorities and relatives of martyr Phuc (Mr. Tuong, the martyr's nephew), as well as in the petition stated by Mr. Huan, Ms. Vu Thi Be is the wife of martyr Phuc. After her husband died, Ms. Be, although having children, did not remarry. According to the State's regulations, Ms. Be is entitled to enjoy the regimes and policies for martyrs' relatives as the martyr's wife.
According to the martyr certificate of the Military Command of Hai Hung province (now Hai Duong province) dated December 1, 1976, martyr Nguyen Dinh Phuc, born in 1940, rank of Sergeant, Squad Leader, unit D1. The martyr died on August 27, 1969 at the Southern front while performing the task of fighting the Americans to protect the Fatherland. The martyr's remains were buried in a cemetery near the front.
