Ms. Bui Thi Minh Hoai is Secretary of the Hanoi Party Committee.

On the afternoon of July 17, the Standing Committee of the Hanoi Party Committee held a conference to announce the Politburo's decision on personnel work.

Attending the conference were Politburo member, Standing member of the Secretariat Luong Cuong; Politburo member, Head of the Central Organization Commission Le Minh Hung; Chief of the Party Central Office Nguyen Duy Ngoc and leaders of ministries, branches and Hanoi city.

According to the decision, the Politburo assigned and appointed Ms. Bui Thi Minh Hoai, Politburo member, Secretary of the Party Central Committee, Head of the Central Mass Mobilization Commission to join the Executive Committee, Standing Committee and hold the position of Secretary of the Hanoi Party Committee for the 2020-2025 term.

Ms. Bui Thi Minh Hoai, 59 years old; Master, Bachelor of Law; Senior in political theory; hometown Thanh Liem district, Ha Nam province; Member of the Politburo, Secretary of the 13th Party Central Committee; Member of the 10th (alternate), 11th, 12th and 13th Party Central Committee.

Ms. Bui Thi Minh Hoai has held many positions such as Head of the Mass Mobilization Committee of Ha Nam Provincial Party Committee; Secretary of Phu Ly City Party Committee; Permanent Vice President of the Vietnam Farmers' Union.

In early 2011, Ms. Bui Thi Minh Hoai was elected Deputy Head of the Central Inspection Commission. Since May 2018, she has been the Permanent Deputy Head of the Central Inspection Commission.

At the 13th National Congress of the Party (early 2021), she was re-elected as a member of the Party Central Committee and elected to the Secretariat.

In April 2021, Ms. Bui Thi Minh Hoai was assigned by the Politburo as Head of the Central Mass Mobilization Commission.

On May 16, 2024, at the 9th Central Conference, 13th term, Ms. Bui Thi Minh Hoai was elected as a member of the 13th Politburo.

The Hanoi Party Committee currently has four Deputy Secretaries, including Ms. Nguyen Thi Tuyen, 53 years old; Mr. Nguyen Van Phong, 56 years old; Mr. Nguyen Ngoc Tuan, 58 years old; and Mr. Tran Sy Thanh, 53 years old.
