Many car owners are excited about Circular No. 02/2023/TT-BGTVT amending and supplementing a number of articles of Circular No. 16/202/TT-BGTVT dated August 12, 2021 of the Minister of Transport regulating technical safety inspection and environmental protection of road motor vehicles, effective from March 22.

Savings for the people

Previously, the Daewoo car manufactured in 2009 of Mr. Duong Van Hung's family in Kim Xuyen commune (Kim Thanh) had a 6-month inspection period. On the morning of March 22, after completing the inspection procedures at the Motor Vehicle Inspection Center 34-04D in Kim Xuyen commune (Kim Thanh), Mr. Hung's car was granted a 12-month inspection certificate. Mr. Hung said that when he arrived at the inspection location, the inspectors of the center explained and promoted the new regulations. He was excited because the extension of the inspection period is very convenient for people, helping to save time, effort, and money, especially in the current difficult inspection context.

Mr. Nguyen Van Hau in Hai Tan Ward (Hai Duong City) just bought a Hyundai Accent car on March 21 but will receive the car early next week. Mr. Hau was also informed by a consultant about the regulation that new cars will be exempted from the first inspection. "The exemption from the first inspection is very reasonable because new cars have been thoroughly inspected by manufacturers before being released to the market," said Mr. Hau.

Mr. Bui Quang T., a salesman at a car dealership on Nguyen Luong Bang Street (Hai Duong City) said that people who buy new cars are supported by sales staff with the first-time registration procedures. With the new regulations, Mr. T. still has to go to the registration center to apply for a registration certificate and pay road fees, but he does not have to wait as before.

Gradual impact

According to Hai Duong Newspaper reporters, in the first days of implementing the new regulations, the inspection activities at the inspection centers in the province have not changed much, the number of vehicles coming for inspection at the centers is still high. A representative of Hai Duong 34-01D Inspection Joint Stock Company said that since Circular 02 took effect, the number of vehicles coming for inspection at the center has not changed much, ranging from 170-190 vehicles/day. On March 22, the company had 25 new cars come to submit applications for certificates and inspection stamps. Vehicle owners do not have to bring their cars for inspection, and new cars do not have to go through the assembly line and perform the inspection steps as before.

According to regulations, inspection certificates and inspection stamps issued before March 22 will continue to be used until the expiration date stated in the inspection certificate and inspection stamp. From March 22, inspection certificates and inspection stamps will be issued in a new cycle. Thus, the regulation on extending the inspection cycle will take effect in time, helping to reduce time, costs, and efforts of those going for inspection, and reducing pressure on inspection centers.

Currently, all 6 inspection centers in Hai Duong have come into operation, with an average inspection capacity of 560-630 vehicles/day. The centers are issuing appointment tickets to vehicle owners to reduce congestion.
