Kim Thanh district has developed a plan to adjust the district's construction planning until 2030, with a vision to 2050. The adjustment plan is consistent with the planning, land use plan, and development orientation to effectively promote local resources.

Why adjust?

The construction planning of Kim Thanh district was approved by the Provincial People's Committee in September 2021, but when implementing the approved planning, it was found that there were still some contents that were not consistent with the adjustments of the central government and the province later.

On December 21, 2021, the Prime Minister issued an official dispatch on supplementing and adjusting the planning for the development of industrial parks in Hai Duong province, including determining the planning and development of Kim Thanh 2 industrial park in Dai Duc and Tam Ky communes. Through review, it was discovered that the old planning of Kim Thanh district determined the location and boundaries of the industrial land planning inappropriately.

On the other hand, according to Decision No. 326/QD-TTg dated March 9, 2022 of the Prime Minister on the allocation of national land use planning targets for the period 2021-2030 and Decision No. 109/QD-UBND dated January 17, 2023 of the Provincial People's Committee approving the adjustment of the allocation targets of some types of provincial-level land to adjust the district-level land use planning to 2030 and the implementation period 2021-2025, the allocation targets of some types of land in Kim Thanh district have been adjusted compared to the approved district construction planning. The area of ​​industrial land and residential land has decreased, the area of ​​agricultural land has increased. This changes the district construction planning plan and the development orientation of the district.

In early July, the Prime Minister issued Official Dispatch No. 616/CD-TTg, directing localities to review, establish, and adjust urban and rural planning to ensure that these plans include plans to arrange commune-level administrative units. Therefore, Kim Thanh district has reviewed and developed a plan to adjust the construction planning of Kim Thanh district until 2030, with a vision to 2050.

Identify the main development axis

According to the People's Committee of Kim Thanh district, the adjustment of the district's regional planning not only meets the requirements of planning, land use planning, adjusting the boundaries of communes after merger, and the boundaries of Kim Thanh industrial park, but also creates a highlight in traffic and urban development.

According to the adjustment plan until 2030, Kim Thanh district will orient the development of 3 urban areas, including upgrading the expanded Phu Thai town to a type IV urban area and building and developing 2 urban areas according to the criteria of type V urban areas including Dong Cam commune and Cong Hoa - Lai Vu. On that basis, the overall spatial organization of Kim Thanh district is developed according to the central urban model of Phu Thai town combined with 2 satellite urban areas to the west and south of the district to become new growth poles. The western area of ​​the district is oriented to develop along National Highway 5, prioritizing industrial development associated with urban and service development. The southern area of ​​the district is oriented to develop along National Highway 17B, prioritizing urban and service development associated with industrial development.

Regarding the development of traffic infrastructure, Kim Thanh district has adjusted some development orientations to suit the current reality and standards. In particular, the planning of the adjustment of National Highway 17B through Dong Cam commune, Tam Ky. Provincial roads 389, 390E through residential areas will increase the road width to 33m. The North-South axis of the province and the East-West axis of the district (from the North-South axis to Tam Ky commune) will be expanded to 67m. Adjusting the route from the East-West axis of the district connecting to Trang Due industrial park (Hai Phong city)...

Faced with the fact that the area of ​​some types of land allocated has changed compared to the time the old planning was approved, Kim Thanh district has developed a plan to adjust the planning to reduce some urban development areas and rural residential areas in the communes: Lai Vu, Cong Hoa, Co Dung, Tuan Viet, Kim Anh, Kim Dinh, Kim Tan, Dong Cam, Lien Hoa, Tam Ky, Dai Duc and increase the agricultural land area by 665 hectares compared to the approved planning...

At the meeting on August 7, the Standing Committee of the Provincial Party Committee basically agreed on the plan to adjust the construction planning of Kim Thanh district to 2030, with a vision to 2050 as proposed by the Party Committee of the Provincial People's Committee. The Party Committee of the Provincial People's Committee was requested to direct the review to ensure compliance with related plans, update planning indicators according to national technical regulations on construction planning and related standards and legal regulations...

Mr. Nguyen Phuc Cong, Head of the Economic Infrastructure Department of Kim Thanh district, said that Kim Thanh is implementing the adjustment of the general planning of communes and establishing a zoning plan for Kim Thanh 2 industrial park. The district is gradually implementing land use plans and plans that closely follow the allocated land type criteria, establishing detailed plans for many residential and urban areas in the district...
