According to local assessments, administrative reform at the commune level has had clear changes.

Multiple solutions

Since 2020, Hai Duong has determined the Commune-level Administrative Reform Index and assessed the responsibility of the heads of the Commune-level People's Committees for administrative reform work. The implementation of the assessment plan and determination of the Commune-level Administrative Reform Index has been carried out by localities in accordance with the plan, instructions, ensuring quality and progress, closely following the criteria for determining the administrative reform index issued by the Provincial People's Committee. The self-assessment and scoring work has been carried out seriously by localities, the assessment and scoring of criteria is based on the basis and verified documents to ensure reliability and relative accuracy. Commune-level leaders have promoted a sense of responsibility and proactively organized and implemented administrative reform tasks from the beginning of the year; promptly issued directives and management documents on administrative reform, so many communes, wards and towns have made strong changes in improving their administrative reform index rankings. Typically, Dong Cam commune (Kim Thanh) increased by 11 ranks, Quang Trung commune (Tu Ky) increased by 11 ranks, Thai Tan commune (Nam Sach) increased by 12 ranks... Many commune-level localities have launched a movement to write experience initiatives, with many initiatives applied in practice in administrative reform, reducing administrative procedures, and shortening the time to process citizens' records. Specifically, the People's Committees of Ninh Giang town, Hong Du commune, Tan Quang (Ninh Giang), Tuan Viet, Kim Xuyen (Kim Thanh) have initiatives to shorten the time from 5 days to 2 days for procedures of confirming marital status, registering birth in the judicial field...

The work of propaganda, guidance, encouragement and support for people to participate in using online public services is focused on. In addition to the Community Digital Technology Teams, 100% of communes, wards and towns in the province have established permanent Youth Volunteer Teams to guide people in handling administrative procedures online. Especially in 2022, the investment in facilities, machinery and equipment for handling administrative procedures for people has received attention from localities. 100% of localities have invested funds to upgrade transmission lines, computers and scanners for the "one-stop" department; many localities have invested funds to renovate, upgrade and repair the "one-stop" department. In 2022, Gia Loc district invested over 12.5 billion VND to build 7 houses to receive and return results of records under the "one-stop" mechanism for the communes of Thong Kenh, Duc Xuong, Gia Khanh, Gia Tan, Gia Luong, Dong Quang and Toan Thang...

From 34 cadres and civil servants, now after rearrangement and reduction, Chi Minh commune (Tu Ky) only has 24 people left.

From the 12th ranked locality in the district in terms of administrative reform index in 2021; the rate of administrative procedure records resolved online accounted for less than 1% of the total number of records received, in 2022 Dong Cam commune rose to the top of Kim Thanh district in administrative reform at the commune level. This positive change was achieved because the locality strictly implemented the public disclosure of administrative procedures on the commune's electronic information page, reviewed and evaluated administrative procedures under its authority, publicly posted administrative procedures at the "one-stop" department and the settlement process. The commune upgraded the network system to meet the reception of records for administrative procedure settlement through the Online Public Service Portal at levels 3 and 4; established a direct support team at the "one-stop" department... In 2022, the whole commune received and resolved over 3,000 online administrative procedure records, accounting for 77.1% of the total number of records received. Dong Cam is also the locality with the highest rate of online administrative procedure settlement in Kim Thanh district.

Chi Minh Commune (Tu Ky) was merged with 3 communes Tu Xuyen, Tay Ky and Dong Ky, so the area is large, the population is large, the need to handle administrative procedures is great. In particular, after the merger, the commune has a large surplus of cadres but has not been arranged yet. In 2022, the commune identified reforming the organization of the local government apparatus as one of the solutions to improve the quality of administrative reform. The commune has reviewed and reorganized the team of local cadres and civil servants, proposed the district to transfer 9 civil servants to other localities; resolved to let 1 civil servant retire. From having 34 cadres and civil servants, the commune now has 24 people. Mr. Nguyen Tuan Anh, Chairman of the People's Committee of Chi Minh Commune, said that because there were times when there were 2-3 civil servants in the same position, some people had a mentality of dependence, limiting the quality of work. To overcome the limitations, the commune has reassigned cadres and civil servants, prioritizing those with qualifications, experience, and proficiency in information technology to resolve and process administrative procedures. In 2021, the commune ranked last out of 23 communes and towns in the district-level administrative reform rankings, but in 2022 it rose to 10th place, one of 15 units that successfully completed administrative reform tasks.

According to Mr. Dang Van Duy, Head of the Department of Home Affairs of Nam Sach district, in 2022, administrative reform work of localities in the district has had a clear change; the fields of organizational reform, institutional reform, e-government construction... are all focused on; the role and responsibility of the head of the commune-level government for administrative reform work are enhanced, timely issuing documents directing, operating, assigning officials in charge of administrative reform in accordance with the motto "clear people, clear work". Thereby, many localities have made a breakthrough in the administrative reform rankings; some localities continue to maintain high rankings.

By April 12, 10/12 districts and towns in the province had announced the results of the assessment and determination of the 2022 Commune-level Administrative Reform Index. Accordingly, Tan Hong commune led Binh Giang district; Thanh Xa commune led Thanh Ha district; Quang Trung commune led Tu Ky district; Dong Cam commune led Kim Thanh district; Thong Nhat commune led Gia Loc district; Chi Lang Bac commune led Thanh Mien district; Nam Trung commune led Nam Sach district; Cao An commune led Cam Giang district; Lac Long commune led Kinh Mon town and Ninh Giang town led Ninh Giang district.
