2 schools in Hai Duong were once "whistled" for collecting incorrect fees, how is it this year?

Kim Tan Primary School (Kim Thanh) and Thanh Mien III High School were "whistled" for collecting illegal fees last school year.

According to Hai Duong Newspaper reporters, Kim Tan Primary School has just collected fees such as hygiene fee of 18,000 VND/student/month; boarding meal fee (excluding extra fees) of 20,000 - 21,000 VND/student/day; electronic contact book fee of 10,000 VND/student/month; boarding equipment service fee for grade 1 is 200,000 VND/student; health insurance fee, personal insurance fee (voluntary).

The above revenues are implemented in accordance with Resolution 17/2024/NQ-HDND of Hai Duong Provincial People's Council, and some revenues are even lower than prescribed.

The school is waiting for the Department of Education and Training to approve this year's fundraising plan to proceed with steps according to Circular No. 16/2018/TT-BGDDT dated August 3, 2018 of the Ministry of Education and Training regulating funding for educational institutions.

The school has also made it clear that any homeroom teacher who collects class funds will be responsible. The school is awaiting specific instructions from higher authorities for other collections such as teaching fees for the second session, drinking water, etc.

This year, Thanh Mien III High School did not call for sponsorship because the facilities were still adequate. The school collected some fees such as: hygiene fee of 20,000 VND/student/month, uniform for grade 10 (gym uniform, national defense uniform, jacket, shirt...) of more than 1 million VND/student. These fees are appropriate and in accordance with regulations.

The school has collected 7,000 VND/student/month for drinking water; 30,000 VND/student for student cards. These are two fees stipulated in Resolution No. 08/2022/NQ-HDND of the Hai Duong Provincial People's Council but are no longer in the newly replaced Resolution 17. The school is waiting for instructions from the Department of Education and Training on these fees and will deduct them later.

Some parents whose children study at Kim Tan Primary School and Thanh Mien III High School said that this year the schools announced lower fees than last year. The fees are correct, appropriate and there is no question about it.

In September 2023, after parents reported and Hai Duong Newspaper investigated, Kim Tan Primary School and Thanh Mien III High School were "whistled" by the Kim Thanh District Department of Education and Training and Hai Duong Department of Education and Training due to some illegal fees.

Specifically, Kim Tan Primary School has many expenses that parents find unreasonable, such as class cleaning fee of 90,000 VND/student, while there is already money for cleaning the school and classrooms. Class fund fee of 100,000 VND/student, while there is money from the Parents' Association Fund. Photocopy fee of 70,000 VND/student, socialized fee of 400,000 VND/student in an "equalizing" manner...

The leaders of the Kim Thanh District Department of Education and Training have requested the school to immediately stop collecting illegal fees and return the incorrect fees to parents who have paid. The principal reported the review to the department.

At Thanh Mien III High School, the list of expected fees includes 21 items with a total of nearly 9 million VND/student, mostly collected for the whole year. Some fees include uniforms 1,464,000 VND; summer extra classes 920,000 VND; extra classes 2,176,000 VND; class fund 500,000 VND; photocopying 200,000 VND; parking 360,000 VND/year; total survey, general examination and electronic contact book fees 530,000 VND; TV and socialization fees alone 450,000 VND...

Hai Duong Department of Education and Training concluded that there were 6 fees that were not included in the regulations; 2 fees were not implemented according to the correct procedures; 4 fees were not included in the list of school guidelines; 2 fees were higher than the fees announced by the school.

The principal of Thanh Mien III High School has been disciplined with a reprimand.
