Hai Duong City has reviewed households eligible for social housing support policies to develop social housing.

According to the People's Committee of Hai Duong City, after an initial review of 96,142 people eligible for social housing support policies in the city, 2,621 people have a need to buy or rent social housing. Of these, 353 cases in the May Bom collective housing area have a housing arrangement policy, while 2,268 cases need a plan for arrangement.

Currently, Hai Duong City only has 1 land plot belonging to the Lilama 69-3 village project as a land fund for developing independent social housing. In addition, the city has 21 commercial housing development projects with 20% of the land fund allocated for building social housing with a total area of 38.6 hectares, the expected number of apartments is 18,477 units. Including 3 completed projects, 12 projects assigned land by the Provincial People's Committee to investors for implementation, 5 projects invested by the City People's Committee, 1 project with a policy of implementation using public investment sources.

In 2023, in Hai Duong city, there will be 6 social housing development projects implemented with an area of 9.42 hectares, about 4,250 apartments. These are Ta Quang Buu apartment complex, Thai Binh riverside ecological urban area, Pham Ngu Lao ward center area and residential areas: Trai Bau, east of Tan Dan street, Ngoc Chau ward.
