19 subjects are exempted from tuition fees according to the new Decree of the Government

Decree No. 81/2021/ND-CP stipulates 19 groups of subjects exempted from tuition fees and many groups of subjects eligible for tuition fee reduction.

The Government has just issued Decree No. 81/2021/ND-CP stipulating the mechanism for collecting and managing tuition fees for educational institutions in the national education system and policies on tuition exemption and reduction, support for learning costs; service prices in the field of education and training.

The Decree stipulates that two groups of people do not have to pay tuition fees, including: Primary school students in public schools; People studying specialized majors that meet the requirements of socio-economic development, national defense and security according to the provisions of the Law on Higher Education, and specialized majors as prescribed by the Prime Minister.

In addition, the Decree also stipulates 19 subjects exempted from tuition fees, including:

1. Subjects as prescribed in the Ordinance on Preferential Treatment for People with Revolutionary Contributions if they are studying at educational institutions in the national education system.

2. Preschool children and disabled students.

3. Preschool children and students under 16 years old without a source of support and people from 16 to 22 years old studying in general education or first-degree university education are eligible for monthly social allowances according to the provisions of Clause 1 and Clause 2, Article 5 of Decree No. 20/2021/ND-CP dated March 15, 2021 of the Government on social assistance policies for social protection beneficiaries. Students of intermediate and college levels who are orphans of both parents and have no place to rely on according to the provisions of the Law on Vocational Education.

4. Children in kindergartens and primary schools, students studying at regular educational institutions following general education programs whose parents or both parents or grandparents (in case of living with grandparents) are poor households according to regulations of the Prime Minister.

5. 5-year-old preschool children in extremely disadvantaged villages/hamlets, communes in region III of ethnic minority and mountainous areas, extremely disadvantaged communes in coastal and island areas according to regulations of competent authorities.

6. 5-year-old preschool children who are not subject to the provisions of Clause 5 of this Article are exempted from tuition fees from the 2024-2025 school year (effective from September 1, 2024).

7. Preschool children and general education students, students studying at continuing education institutions under general education programs who are biological children, legally adopted children of non-commissioned officers and soldiers on active duty as prescribed in Clause 2, Article 6 of Decree No. 27/2016/ND-CP dated April 6, 2016 of the Government stipulating a number of regimes and policies for non-commissioned officers and soldiers serving in active duty, discharged from the military and relatives of non-commissioned officers and soldiers on active duty.

8. Secondary school students in extremely disadvantaged villages/hamlets, communes in region III of ethnic minority and mountainous areas, extremely disadvantaged communes in coastal and island areas according to regulations of competent authorities are exempted from tuition fees from the 2022-2023 school year (enjoyed from September 1, 2022).

9. Secondary school students not subject to the provisions of Clause 8 of this Article shall be exempted from tuition fees from the 2025-2026 school year (effective from September 1, 2025).

10. Students of the nomination system (including students of nomination for vocational boarding with a training period of 3 months or more) according to Government regulations on nomination for admission to higher education and vocational education institutions in the national education system.

11. Students of ethnic boarding schools, university preparatory schools, and university preparatory departments.

12. Students studying at vocational and higher education institutions of ethnic minorities whose father or mother or both father and mother or grandparents (in case of living with grandparents) are from poor or near-poor households according to regulations of the Prime Minister.

13. Students majoring in Marxism-Leninism and Ho Chi Minh Thought.

14. Students, postgraduates, and researchers in one of the following majors: Tuberculosis, Leprosy, Psychiatry, Forensic Medicine, Forensic Psychiatry, and Pathology at public health human resource training facilities according to State-ordered quotas.

15. Students of very small ethnic minorities as prescribed in Clause 1, Article 2 of Decree No. 57/2017/ND-CP dated May 9, 2017 of the Government stipulating preferential admission policies and learning support for preschool children, students of very small ethnic minorities in areas with difficult or extremely difficult socio-economic conditions according to current regulations of competent authorities.

16. Students belonging to the subjects of programs and projects are exempted from tuition fees according to Government regulations.

17. Junior high school graduates continue to study at intermediate level.

18. Students at intermediate and college levels, for fields and occupations that are difficult to recruit but are in demand by society according to the list prescribed by the Ministry of Labor, War Invalids and Social Affairs.

19. Students of specialized majors and occupations that meet the requirements of socio-economic development, national defense and security as prescribed by the Law on Vocational Education. Specialized majors and occupations are prescribed by the Prime Minister.

The Government Decree also stipulates groups of subjects eligible for tuition fee reduction and tuition fee support.

Specifically, the subjects that are entitled to a 70% reduction in tuition fees include: Students studying traditional and special arts in vocational education institutions, public and private universities that provide training in culture and arts, including: Traditional opera musicians, Hue traditional musicians, Southern amateur music, opera actors, folk performing arts, ca tru art, bai choi art, traditional musical instrument performance; Students studying royal court music, cheo, tuong, cai luong, dance, circus; some arduous, toxic, and dangerous occupations for vocational education according to the list of arduous, toxic, and dangerous occupations prescribed by the Ministry of Labor - Invalids and Social Affairs; Preschool children and students who are ethnic minorities (except for very small ethnic minorities) in extremely disadvantaged villages/hamlets, communes in region III of ethnic minority and mountainous areas, and extremely disadvantaged communes in coastal and island areas according to regulations of competent authorities.

Subjects eligible for a 50% reduction in tuition fees include: Preschool children and students who are children of officials, civil servants, public employees, and workers whose parents have had work-related accidents or occupational diseases and are receiving regular subsidies; Preschool children and general education students, students studying at continuing education institutions following the general education program whose parents or both parents or grandparents (in case of living with grandparents) are near-poor households according to regulations of the Prime Minister.

Subjects receiving tuition support: Primary school students in private educational institutions in areas without enough public schools receive tuition support from the State.
