Completing the advanced new rural area, while reviewing and perfecting the criteria for type V urban areas, is a dual goal in the socio-economic development of Tan Truong commune (Cam Giang).
One arrow… two targets
Tan Truong is about 6 km from the center of Cam Giang district and about 12 km from Hai Duong city. This is a large commune with a natural area of 843.8 hectares, a population of over 19,000 people, including about 5,000 temporary workers. The commune's terrain is convenient for regional traffic connections because it has National Highway 5, along with a number of provincial roads, district roads... passing through. In the commune, Tan Truong industrial park is basically full with 33 enterprises; around there are 179 enterprises and over 1,000 individuals producing, doing business in industry, services, trade...
In the Cam Giang District Regional Planning to 2030, with a vision to 2050, the district aims to build and develop Tan Truong into a focal point for rural industrialization, focusing on industry, handicrafts, and services of the district, and by 2025, it will reach the standards of a type V urban area. With this goal, since 2020, Tan Truong commune has focused on investing in infrastructure, accelerating the urbanization process, and creating a driving force for local socio-economic development.
“The Party Committee and People's Council of the commune have issued a resolution, and the People's Committee of the commune has developed a plan to simultaneously implement two goals: completing the criteria of an advanced new rural commune and perfecting the conditions of a type V urban area. The motto is that one arrow must hit two targets,” said Mr. Tran Xuan Huan, Party Secretary and Chairman of the People's Council of Tan Truong commune.
By the end of 2023, Tan Truong had basically completed all 19 criteria for an advanced new rural commune, many of which were adjusted according to the requirements for building a type V urban area. The commune's general planning was adjusted from building a model new rural commune to building a type V urban area.
"We are shifting the economy towards increasing the proportion of industry and services to over 80% and reducing agriculture to under 20%," informed Mr. Vu Van Thuan, Chairman of Tan Truong Commune People's Committee. To achieve this goal, the Ghe market area was adjusted to expand to 24.39 hectares to become the commercial service center of the commune and the whole region; combining 7 planning points for service and commercial development in the center of the villages, with a total area of nearly 13 hectares. New residential areas in Ghe market, Star area next to Tan Truong industrial park are filling up. Many new residential areas and residential areas have been planned, with a total area of over 28 hectares such as Dong Sau Quan residential area; residential areas No. 1, 2 in Chi Mai, Chi Thanh villages; 3, 4, 5 in Tan Ky, Trang Ky; No. 6 in Phu Xa village...
According to the plan, by 2025, Tan Truong's agricultural land will decrease from over 300 hectares to about 120 hectares.
The right way
The Tan Truong Commune Party Committee has issued an action program and established a steering committee, assigning each member to be in charge of implementing each stage. First of all, it is necessary to widely disseminate to the people the meaning and importance of building a type V urban area. Many new regulations on urban architecture, construction density, criteria on height, minimum residential land area, housing, public green trees; collection and treatment of domestic and production waste in residential areas... have been implemented in practice.
When implementing the criteria for advanced new rural communes, Tan Truong has simultaneously oriented the spatial organization of the future urban area to be linked to the location, scale, and architectural orientation of public works and communal services. New construction works are prioritized in planning and design towards modern urban areas and environmentally friendly green architecture.
The old concentrated residential areas in 7 villages of Trang Ky, Quy Duong, Phu Xa, Tan Ky, Mai Trung, Chi Thanh and Chi Mai have all been renovated and upgraded with technical infrastructure; village and hamlet traffic has been expanded. Many lakes and ponds that were encroached upon to become "garbage ponds" have now had their water surface restored and converted into swimming ponds combined with village parks to ensure the environment and to serve as cultural, physical education, public sports and community activity spots.
The main roads of the commune and village were widened from 3-4m to 6-7m, with the road surface covered with concrete and asphalt. The result was that the people agreed to donate land and dismantle their own structures to widen the road. Only in the two villages of Quy Duong and Trang Ky, 126 households donated over 2,000 m2 of residential land and dismantled fences, gates, and auxiliary structures to widen the road.
“Previously, the roads were narrow and muddy, but now the village roads are bright, green, clean, beautiful and spacious. People are happy because of convenient travel. That is the driving force for the "Zero-cost land clearance" model to spread,” said Mr. Vuong Duc Minh, Party Cell Secretary and head of Quy Duong village.
