Hai Duong completes staff in conjunction with preparing personnel for the Party Congress at the commune level after the merger

Localities in Hai Duong are completing preparations to reorganize commune-level administrative units. The staff restructuring is linked to the personnel preparation for the next term Commune-level Party Congress.

From November 1, the Deputy Head of the Mass Mobilization Committee of Nam Sach District Party Committee was transferred to work at the Phu Dien Commune Party Committee (a commune preparing to merge with An Lam Commune), appointed to participate in the Party Executive Committee, the Standing Committee of the Party Committee and hold the position of Deputy Secretary of the Phu Dien Commune Party Committee, term 2020 - 2025.

Proactive

Implementing the arrangement of 57 commune-level administrative units in the period of 2023-2025, the whole Hai Duong province has a surplus of 255 commune-level cadres. Of the total surplus cadres, 73 people retired, 56 people were downsized or quit their jobs, and 126 people were assigned to work in other units.

Right from the beginning of the year, the Organizing Committee of Hai Duong Provincial Party Committee issued Instruction No. 10-HD/BTCTU dated January 31, 2024 on the arrangement of the apparatus of cadres, civil servants and non-professional workers when implementing the arrangement of commune-level administrative units in the period of 2023-2025.

Instruction 10-HD/BTCTU clearly states that the consolidation of the organizational structure and arrangement of staff in new administrative units must be associated with the preparation of personnel for the Party Congress at the commune level for the 2025-2030 term and for local leadership positions in the next term.

To implement the above requirement, Nam Sach district has a plan to consolidate, introduce and arrange personnel for 7 communes and 1 town to be merged.

Currently, the communes preparing to merge are Thanh Quang, Quoc Tuan, Nam Trung and An Lam, with the Party Secretary also being the Chairman of the Commune People's Committee. After the merger, the district will not implement this model in the new commune to facilitate and promote the effectiveness of personnel work.

The Standing Committee of Nam Sach District Party Committee has mobilized and appointed a district official to serve as Deputy Secretary of the Phu Dien Commune Party Committee for the 2020-2025 term to be proactive in personnel work in the coming time. This commune is preparing to merge with An Lam commune to form An Phu commune.

Regarding redundant civil servants, the Organizing Committee of Nam Sach District Party Committee said that they will transfer them to new communes and calculate a plan to transfer civil servants from communes and towns with surplus after the merger to communes that have not been rearranged or merged and are lacking civil servants.

In Cam Giang district, after the administrative unit arrangement, 4 old communes and towns were merged into 2 new communes, 2 Party Committee Secretaries and 1 Standing Deputy Secretary of the Party Committee retired before the age, so the arrangement of key cadres was very proactive, convenient, and ensured the quantity.

After the merger, Cam Giang district will continue to review and arrange the staff and civil servants to balance the number throughout the district, and connect and rotate between communes.

Comrade Doan Dinh Tuyen, Standing Deputy Secretary and Chairman of the People's Council of Cam Giang district, said that the district has proactively planned to arrange and assign new commune-level cadres after the merger in accordance with the instructions of the Provincial Party Committee, especially with key cadres of communes and towns. This is a very important step and is closely linked to the work of preparing personnel for the Party Congress of communes and towns for the 2025-2030 term.

Officials and civil servants of the Organizing Committee of Tu Ky District Party Committee develop a plan to arrange cadres of the Vietnam Fatherland Front and socio-political organizations in the new commune after the merger.

On November 18, the Organizing Committee of Tu Ky District Party Committee announced the plan for cadres of the Fatherland Front and socio-political organizations in 3 new commune-level units after the arrangement, namely Dan An, Lac Phuong, and Ky Son communes, so that the Standing Committee of the District Fatherland Front Committee, the Standing Committee of socio-political organizations of the district can agree with the Party Committees of the relevant communes to implement according to regulations. Some comrades were arranged from the level of head to deputy; some comrades took on other roles in the new locality after the arrangement.

According to the leader of the Organizing Committee of Tu Ky District Party Committee, the selection of cadres for placement and assignment is carried out objectively and impartially, fully assessing their capacity, qualifications, responsibility and contribution to the locality. Comrade Tran Duc Tien, Deputy Head of the Organizing Committee of Tu Ky District Party Committee, said: "Along with correctly assessing cadres to advise on the development of placement and assignment plans, the district has focused on doing a good job of mobilizing, propagating and clarifying for those who are placed to understand and agree."

Ninh Giang district is also urgently preparing to merge 8 communes and towns into 4 new localities.

According to the assessment of the leaders of Ninh Giang District Party Committee, this period of arranging and preparing personnel for Party committees and standing committees of Party committees in new localities is more favorable than the implementation of the arrangement of commune-level administrative units in the period of 2019-2021.

The personnel of Party committees and standing committees of Party committees in localities are closely linked to the personnel preparation work for the Party Congresses for the 2025-2030 term. The Standing Committee of Ninh Giang District Party Committee has agreed on the expected plan for personnel arrangement and assignment in new localities and is focusing on leading and organizing the implementation.

Thanks to good ideological work and personnel policies, in Ninh Giang there were 11 cases of early resignation, including many key officials in communes and towns who voluntarily resigned, willing to move from the position of chief to deputy, professional civil servant to facilitate the arrangement and assignment of officials during the merger.

It is expected that the number of Party Committee leaders, People's Councils, People's Committees, and Party Committee members in the four new localities in Ninh Giang will not be much higher than in the units that do not merge. The number of personnel participating in the Standing Committee must ensure a maximum of 5 people according to regulations.

Comrade Pham Van Khanh, Provincial Party Committee member, Secretary of Ninh Giang District Party Committee said: "The selection of personnel to be leaders, to participate in the Party Committee's Standing Committee and to lead localities is strictly implemented, ensuring standards, conditions, capacity and prestige; at the same time, there is interleaving between old localities to ensure solidarity and unity. Many cadres and civil servants are proactive, have a correct awareness of their own capacity and prestige, so the cadre work is favorable and has high consensus".
