Vietnam Television believes that its channel package brings in large revenue for the business, but has not received reasonable costs, so it needs to renegotiate.

In an article published on VTV Times on the evening of January 19, Vietnam Television said that since the end of November 2024, the unit has started working and discussing with pay TV service providers on a new cooperation model, aiming to "ensure harmony between VTV's content value and investment costs with the interests of audiences and businesses".

"Up to now, many units have reached an agreement with VTV on cooperation in continuing broadcasting. For units that have not yet reached an agreement, VTV does not have the necessary legal basis to maintain signal provision for the entire channel package," the article stated.

The announcement was made after two channels VTV2 and VTV3 disappeared from several platforms such as FPT Play, TV360, and MyTV since January 16. The reason given by all three platforms was that "an agreement with Vietnam Television has not been reached".

Vietnam Television affirms that the VTV channel package is a basic channel package, "playing an important role in attracting subscribers, bringing in large revenues for telecommunications enterprises". Besides VTV1, which is an essential free-to-air channel, the channel packages from VTV2 to VTV9, VTV Can Tho have been continued to be broadcast by contracted television service providers for many years.

"The copyright fees that units are paying to VTV do not reflect the true value that VTV's content brings to pay TV units," the article stated.

According to Vietnam Television, negotiations are still ongoing. Relevant units are expected to have a meeting chaired by the leaders of the Ministry of Information and Communications on the afternoon of January 20.

Currently, to watch the full VTV channel package, users have the option to watch on the VTVgo digital TV platform, the DVB-T2 digital terrestrial TV system, or some pay TV platforms that have reached agreements, such as VieON.

Recently, the number of channels on pay TV platforms has tended to decrease, after the withdrawal of a series of channels from The Walt Disney in 2023, or recently 13 channels from VTC and a number of other domestic and foreign channels.

According to statistics from the Ministry of Information and Communications at the end of December 2024, the number of pay TV subscribers in Vietnam is estimated at 21.2 million, up 1% over the same period last year. Service revenue (including VAT) is estimated at VND 10,500 billion, with 36 businesses licensed to provide services. The Ministry sets the task of increasing the number of pay TV subscribers to 22 million this year.
