The 8th meeting of the Hai Duong Provincial People's Committee in June on the morning of June 24 reviewed and resolved difficulties and problems related to 3 real estate investment projects invested by Ha Hai Construction-Tourism Joint Stock Company (called Ha Hai Company).

Concluding this content, Mr. Luu Van Ban, Standing Vice Chairman of Hai Duong Provincial People's Committee, requested to completely resolve the problems in 3 projects invested by Ha Hai Company. The Hai Duong City Eco-tourism and Service Area Project must urgently complete the clearance of the remaining area to deploy infrastructure. Hai Duong City People's Committee coordinates with investors to continue to conduct acceptance and handover of project infrastructure. The Department of Planning and Investment advises on extending the project implementation time. The Department of Finance advises the Provincial People's Committee on the document reporting to the Prime Minister on financial obligations because the province and investors have different views on this issue. The Department of Construction is responsible for monitoring and urging Hai Duong City and investors to complete the project infrastructure.

Regarding the Hai Tan Ward Resettlement Area Project, the Standing Vice Chairman of the Provincial People's Committee, Luu Van Ban, assigned the Department of Planning and Investment to advise on project adjustments. The Department of Natural Resources and Environment advised the Land Valuation Council to calculate the price for the investor to fulfill the financial obligations of this project. The Hai Duong City People's Committee guided and urged the investor to complete the project's technical infrastructure to receive the handover.

Mr. Luu Van Ban, Standing Vice Chairman of the Provincial People's Committee, informed that the problem of the Resettlement Area 2 Project in Hai Tan Ward is more difficult to resolve than the above two projects because the investor has arranged 12 out of 18 residential land lots for people to build houses. Therefore, relevant agencies and units, based on the decisions of the Prime Minister and the Provincial People's Committee, propose solutions. Before July 10, a report must be sent to the Provincial People's Committee for consideration and resolution.

Ha Hai Company is the investor of 3 projects in Hai Duong City. The Hai Duong City Eco-tourism and Service Area Project is still facing problems with site clearance at the intersections connecting to Le Thanh Nghi Street, the old Tuberculosis Hospital housing complex and 5 households. The investor has proposed project adjustments, including adjustments to the project progress. Regarding the Hai Tan Ward Resettlement Project (Hai Duong City), the investor has not yet fulfilled its financial obligations to the State. As for the Hai Tan Ward Resettlement Project, the Provincial People's Committee has not yet allocated land to the investor, but the investor has allocated land to 12 households for construction.

Also at this meeting, the Provincial People's Committee discussed and considered removing obstacles in residential area, urban area and residential area projects that have selected investors but have not yet been allocated land; projects behind schedule approved for investment by the District People's Committee; reported and proposed removing obstacles and difficulties in granting land use right certificates to investors for a number of residential area and urban area projects related to capital mobilization to fulfill financial obligations to the State. Reviewed regulations on collection, transportation, and treatment of construction solid waste and planning of waste dumping sites from construction activities, sludge from septic tanks, cesspools and sludge from drainage systems in the province. The Provincial People's Committee also discussed the organization of the second Con Son Cup International Table Tennis Tournament in 2024; proposed an investment policy for the Dong Cam Commune New Residential Area Project (Kim Thanh); adjusted detailed construction planning and construction design plan for the office building project at the Tu Ky District Concentrated Administrative Area; Resolve the request of Kien Thanh Construction Joint Stock Company regarding the existing problems and difficulties at 2 Covid-19 epidemic prevention projects; request approval of the traffic connection point of the East-West axis road with National Highway 17B at Km27+460 National Highway 17B, Tam Ky commune (Kim Thanh); resolve the request of the Drug, Cosmetic and Food Testing Center.
