Adjustment is necessary

The Thanh Binh Ward zoning plan was approved by the Provincial People's Committee in early 2021. Accordingly, the old Thanh Binh market area with an area of ​​nearly 0.4 hectares is planned as public land (code CC-11), with a maximum construction density of 40% and a maximum height of 3 floors. The old Thanh Binh market area has long been inactive and abandoned, with degraded architectural works that cause loss of urban beauty. Some kiosks facing Vu Huu Street and Nguyen Luong Bang Street are rented out to sell drinks and small grocery stores, looking very shabby.
In the land plot of Hai Duong Provincial Youth Union, including units such as the Provincial Youth Union, Hai Duong Youth Employment Service Center, Hai Duong Youth Workers and Young Laborers Support Center, it is planned as agency land (code CQ-11), maximum construction density of 40%, maximum height of 5 floors. Currently, many constructions on this land have degraded and are being demolished haphazardly.

According to the adjustment of the general planning of Hai Duong city until 2040 approved by the Prime Minister and the plan to relocate and arrange agencies in Hai Duong city, the land use function at lot CC-11 and lot CQ-11 has changed. The city aims to renovate and embellish the existing area, enhance the urban architectural landscape, synchronously connect with the general technical infrastructure and social infrastructure system; form a group of mixed-use housing and high-rise services, a high-quality high-rise medical building area to serve the medical needs of the province and neighboring areas, contributing to exploiting and improving the efficiency of using urban land funds.

More modern and spacious

According to the adjustment plan developed by Hai Duong City, the old Thanh Binh market area and its vicinity will have its land use function adjusted from public land to mixed land (including the main functions of residential, service, public land...). The maximum construction density will increase from 40% to a maximum of 70%. The maximum number of floors will be adjusted from 3 floors to 10 - 25 floors. Additional planning will be made for 2-3 basement floors for parking and technical infrastructure.

For the commercial service land lot of about 0.28 ha, business serving medical needs, the maximum construction density is 80%, the maximum number of floors is 5 floors. Construction boundaries and construction setbacks on plots of land are adjusted to comply with current regulations.
