Hai Duong Provincial People's Committee gives strong direction to increase the rate of people participating in social insurance.

According to the report at the meeting, by the end of the first quarter of 2024, Hai Duong had a rate of working-age people participating in social insurance of 46%. Although this rate has achieved the target according to Resolution No. 28-NQ/TW dated May 23, 2018 of the 12th Party Central Committee on reforming social insurance policies (the target by 2025 is 45%), it has not yet reached the progress and target according to the plan of Hai Duong province (the target by 2025 is to strive to reach 55%).

To increase the rate of working-age workers participating in social insurance, especially compulsory social insurance, the Standing Vice Chairman of the Provincial People's Committee, Luu Van Ban, has directed the implementation of many drastic measures, including unifying the method of counting the number of working-age workers participating in social insurance.

The Standing Vice Chairman of the Provincial People's Committee requested the Provincial Industrial Park Management Board to coordinate with the Department of Labor, War Invalids and Social Affairs, the Provincial Social Insurance and related units to review and request enterprises to ensure that employees participate in social insurance according to regulations.

The Department of Labor, War Invalids and Social Affairs, the Provincial Social Insurance, and the District People's Committees coordinate to review and compile statistics on enterprises and production facilities outside industrial parks that have not participated in social insurance or have employees who have not participated.

For enterprises and production establishments that have not participated in social insurance, it is necessary to propagate, disseminate, guide and request participation according to regulations. Any unit that intentionally does not participate in social insurance, the Department of Labor, War Invalids and Social Affairs, the Provincial Social Insurance, the District People's Committee will coordinate with the tax authority to conduct inspections, checks and handle according to regulations..During the implementation process, if the Chairman of the District People's Committee does not take part, the Department of Labor, War Invalids and Social Affairs and the Provincial Social Insurance will synthesize and report to the Provincial People's Committee.

The Standing Vice Chairman of the Provincial People's Committee requested the Directors of the Department of Agriculture and Rural Development, Department of Industry and Trade, Department of Construction, Department of Transport, Department of Culture, Sports and Tourism, Department of Education and Training, Department of Health to preside over and coordinate with relevant departments, sectors and localities to review and compile statistics on all enterprises, production and business establishments, cooperatives, cooperative groups... that are subject to compulsory social insurance for employees in each sector, and at the same time require participation according to regulations.

Regarding the establishment, dissolution and cessation of business operations, the Standing Vice Chairman of the Provincial People's Committee assigned the Department of Planning and Investment to coordinate with the Department of Labor, War Invalids and Social Affairs and the Provincial Social Insurance to regularly exchange information for unified management. The Chairman of the District People's Committee directed the specialized department to review production and business establishments licensed by the District People's Committee to establish and operate in order to propagate and guide establishments subject to social insurance participation according to regulations.

The Standing Vice Chairman of the Provincial People's Committee assigned the Provincial Police to coordinate with the Provincial Social Insurance to propagate and mobilize before handling enterprises, production and business establishments that violate the law on social insurance to the extent that they must be prosecuted. If any enterprise, production and business establishment deliberately delays, they will be handled according to regulations.

The Standing Vice Chairman of the Provincial People's Committee affirmed that one of the reasons for the low rate of participation in social insurance, especially voluntary social insurance, is the responsibility of the social insurance sector. He requested the Provincial Social Insurance to proactively coordinate with relevant departments, branches, and district-level People's Committees to implement solutions to increase the rate of social insurance participants; diversify forms of propaganda and mobilization; promptly resolve policies and ensure the rights of social insurance participants.

The Standing Vice Chairman of the Provincial People's Committee requested that once a month, the Department of Labor, War Invalids and Social Affairs and the Provincial Social Insurance report on the implementation status and results. The report clearly states which localities, departments and sectors have not really taken action.
