The rate of female leaders, managers and elected representatives in Hai Duong is still low, not commensurate with its potential.

The proportion of women participating in Party committees, People's Councils, People's Committees and leadership and management positions at all levels in Hai Duong is increasing but still low, not commensurate with the role, potential and strengths of women.

On the morning of August 26, the Hai Duong Provincial Women's Union coordinated with the Australian Overseas Health, Education and Development Association (APHEDA) to organize a workshop on solutions to promote increasing the proportion of female candidates and leaders in the Party Congresses at all levels for the 2025-2030 term and the election of National Assembly deputies and People's Council deputies at all levels for the 2026-2031 term.

Speaking at the workshop, comrade Nguyen Thi Ngoc Bich, member of the Provincial Party Standing Committee, Permanent Vice Chairwoman of the Provincial People's Council, said that in Hai Duong, in the 2020-2025 term, 7/52 comrades are female members of the Provincial Party Executive Committee, accounting for 13.46% (1/16 female members of the Provincial Party Standing Committee, accounting for 6.25%); female cadres in the Party Executive Committee at the district level account for 22%; at the grassroots level account for 27.5%. The percentage of female National Assembly deputies for the 2021-2026 term is 30.26%, the Provincial People's Council is 28.57%, the District level is 25.9% and the Commune level is 27.83%. The percentage of women participating in key leadership positions at the People's Council and People's Committee at the commune level is 31.06%. There are 11/12 districts, towns and cities with female leaders such as Secretaries, Chairmen of People's Committees, Vice Chairmen of People's Councils, Vice Chairmen of People's Committees...

In reality, the proportion of women participating in Party committees, People's Councils, People's Committees and leadership and management positions at all levels is increasing, but the above figure is still low, not commensurate with the role, potential and strengths of women. To enhance the position of women, to gradually reduce the gender gap in the political field, Comrade Nguyen Thi Ngoc Bich, Permanent Vice Chairwoman of the Provincial People's Council, said that many positive, synchronous and effective solutions are needed.

That is to continue to effectively implement the policies and guidelines of the Party and the State. The Standing Committees of People's Councils at all levels should promote their functions and tasks in planning the structure, composition and allocation of the number of candidates for the People's Councils at their level. It is necessary to add specific responsibilities to the heads of agencies, localities and units in implementing female cadre work. Limit the situation where a female delegate "shoulders" too many structures. Continue to promote training in campaigning skills for women. The Standing Committees of People's Councils, the Vietnam Fatherland Front Committees and the Women's Unions at all levels need to have a strong voice in the Election Committees in localities and create conditions for female delegates to contribute and develop.

In recent times, the Party and State have had many consistent policies, guidelines and viewpoints on gender equality in management and leadership. However, the results in this area have not been as expected. The reasons are that the policy system still has loopholes; the implementation capacity of the apparatus is still limited; the impact of economic, social and cultural conditions; gender stereotypes are still widespread...

Professor, Dr. Nguyen Huu Minh pointed out issues that need attention to promote gender equality in leadership and management. First of all, Party committees and leaders at all levels must have strict and decisive direction for female cadre work. The Women's Union must play a good role in developing the Party and advising on introducing female cadres. Communication work must be promoted in many forms. In particular, the Party and State need to improve the legal system and policies on gender equality...

In addition, at the workshop, delegates also participated in discussions on the current situation and solutions to ensure the proportion of women according to regulations in Party Congresses at all levels for the 2025-2030 term and the election of National Assembly deputies and People's Council deputies at all levels for the 2026-2031 term; experiences in increasing the proportion of women in leadership of Party committees, authorities and elected representatives at all levels; promoting the role of the Women's Union in training and fostering female cadres...

The workshop is an activity under the Project Promoting Gender Equality - Strengthening the role of female elected representatives in politics funded by the Government of Ireland, Australia and APHEDA, implemented in 4 localities: Phu Yen, Hai Duong, Bac Kan and Hai Phong. The project takes place from October 2021 to September 2026, aiming to support localities in increasing the proportion of women in elected bodies, contributing to the implementation of gender equality and sustainable development goals.
