The Central Committee issued a resolution on developing intellectuals in the new period.

General Secretary Nguyen Phu Trong, on behalf of the Central Executive Committee, has just signed and issued Resolution No. 45 of the 8th Central Conference on continuing to build and promote the role of intellectuals to meet the requirements of rapid and sustainable national development in the new period.

The intellectual team is defined as an intellectual workforce with high educational qualifications, deep expertise in a field, and the ability to think independently and creatively; a force with an important role in the alliance of the working class and the peasantry under the leadership of the Party; responsible for pioneering and creating high-quality spiritual and material products for society.

The intellectual team is also a special resource in the development of knowledge economy, industrialization, modernization, international integration and the development of advanced Vietnamese culture with strong national identity; an important factor in improving people's knowledge, training human resources, nurturing talents...

Building a strong and comprehensive intellectual team is an investment in building and nurturing the "national spirit" and sustainable development, and is the responsibility of the Party, the State, the political system and society.

The Resolution also emphasizes the development of Vietnamese intellectuals both at home and abroad, with breakthrough mechanisms and policies to attract and employ intellectuals, especially elite intellectuals, leading experts and talents of the country; paying attention to training and fostering the next generation of young intellectuals...

The Resolution sets the goal of developing the intellectual team in quantity and quality by 2030, especially the team of leading experts and scientists in key, important and new fields to meet the requirements of industrialization and modernization of the country.

Perfecting mechanisms and policies to ensure feasibility and synchronization, creating opportunities, conditions and motivation for the intellectual team to develop comprehensively, improve capacity, qualifications and contribute to the country. Prioritizing ensuring resources for investment in science and technology development, especially high technology, core technology, source technology and cutting-edge technology.

Developing a university education system among the top in Asia

Along with that, focus on investing in basic research and applied research in areas where Vietnam has strengths, such as social sciences and humanities, political theory, management, education and training, healthcare, culture, literature, and art. Develop a number of research facilities and higher education facilities that are advanced and among the top in Asia.

In which, Hanoi National University and Ho Chi Minh City National University are ranked in the top 500 universities in the world. At the same time, the number of inventions, innovations, scientific works in the regional and world rankings has increased; scientific and technological products, top literary and artistic works; works published in prestigious domestic and international journals.

Regarding the vision to 2045, the resolution sets the goal of a strong Vietnamese intellectual team with high quality, reasonable structure, among the top in the region and approaching developed countries. Many scientists are influential in the world, winning international awards in various fields; many scientific and technological organizations, educational and training facilities meet international standards to meet the requirements of a developed country.

The solution proposed by the Central Committee is to continue to raise awareness of the position, role and importance of the intellectual team. On that basis, strongly innovate thinking, raise and unify awareness in Party committees, Party organizations, the political system and the whole society about the position, role and importance of building an intellectual team to meet the requirements of industrialization and modernization of the country, the cause of building and defending the Fatherland.

Along with that is the innovation in training, fostering, using, rewarding and honoring intellectuals, and valuing talents; strengthening state management, perfecting the legal system, mechanisms and policies for intellectuals; increasing resources to build a proactive and active intellectual team that integrates internationally; promoting the role of intellectuals, and innovating the content and methods of operation of intellectual associations.

The Politburo issued a plan to implement the resolution; provided synchronous and timely leadership and direction, creating a strong change in the awareness and actions of the entire political system in building and promoting the role of intellectuals, meeting the requirements of rapid and sustainable national development in the new period.
