Submitting a plan to establish 2 new cities of Hanoi, covering an area of ​​884 km2

The Government has just submitted to the National Assembly a draft revised Law on the Capital with 7 chapters and 59 articles (an increase of 3 chapters and 32 articles compared to the 2012 Law on the Capital).

According to the draft, the Hanoi City government is organized in the direction of no longer having ward People's Councils, and adding a city government level within the city.

Adding such levels of government in the city is aimed at Hanoi building two new cities in the North and West.

Specifically, the North Red River City belongs to the Dong Anh, Me Linh, Soc Son regions and the West City belongs to the Hoa Lac, Xuan Mai regions.

The two new cities of Hanoi have outstanding characteristics compared to the organizational structure of the People's Council and People's Committee of districts, towns according to the Law on Organization of Local Government, such as increasing the number of vice chairmen of the People's Council (from 1 to 2), increasing the number of vice chairmen of the People's Committee (from 3 to 4), increasing the number of full-time People's Council delegates (from 6 to 9).

West Hanoi City The area is about 251km2, the population by 2045 is about 1.2 million people. The urban construction land is about 135km2, the population is about 1.08 million people. The suburban area is about 116km2, the population is about 0.12 million people.

Hoa Lac urban-oriented city is the nerve center of high-tech science and technology, a center of high-quality training and education. Xuan Mai urban area is the center of education, research and educational support services...

The total area of ​​the city north of the Red River is about 633km2, including the entire administrative boundaries of Dong Anh, Soc Son and Me Linh districts. The population size by 2045 is about 3.25 million people.

The proposed location of the city center is expected to be in the area south of Noi Bai International Airport, conveniently located near major centers such as Smart City, National Exhibition and Fair Center, Co Loa relic site, etc.

The city plans to exploit the advantages of Noi Bai airport, creating a new modern urban image north of the Red River associated with regional services of Noi Bai International Airport and industrial parks into an area for developing trade, logistics and international freight transit.
