According to Yonhap, the South Korean military said it appeared that North Korea was releasing balloons carrying trash across the border on October 19.

South Korea's Joint Chiefs of Staff raised the possibility that North Korean balloons carrying trash would fly to Kyunggi and Gangwon provinces.

Since late May, North Korea has launched more than 5,000 balloons carrying trash into South Korea in retaliation for anti-Pyongyang leaflets being sent by North Korean activists and defectors in the South.

The South Korean military has vowed to take "stern" military measures if North Korea "crosses the line" with its ongoing balloon campaign or causes serious damage to South Korean civilians.
