North Korean leader Kim Jong Un has announced construction plans to expand the capital Pyongyang to the east, while pledging to renovate areas on the outskirts of the city.

On February 17, the Korean Central News Agency (KCNA) reported that leader Kim Jong Un announced the plan in a speech at a groundbreaking ceremony the day before to build 10,000 apartments in the Hwasong area of the capital Pyongyang.

It is part of his broader five-year development plan announced in 2021 to build 50,000 housing units in the city.

In his speech, leader Kim Jong Un said North Korea will pursue a construction plan to extend the capital's roads eastward to Kangdong County after completing the Hwasong construction project. Kangdong is a suburban county east of Pyongyang.

Under the plan, a cluster of scientific research centers, schools and modern housing complexes will be built in Hwasong and surrounding areas, creating a new scientific and cultural district within Pyongyang.

At the same time, degraded areas inside and around the capital will be repaired and renovated.

The plan will be presented at a conference of the Workers' Party of Korea scheduled for 2026 and will be adopted as a major policy project.
