On February 19, the Government Office issued Document No. 1058/VPCP-QHDP on the implementation of the National Assembly's Resolution on specific mechanisms to implement national target programs.
The document stated that the 15th National Assembly passed Resolution No. 111/2024/QH15 on a number of specific mechanisms and policies to implement national target programs at the 5th Extraordinary Session.
Deputy Prime Minister Tran Luu Quang, Head of the Central Steering Committee, requested ministries, agencies and localities that are the managing agencies of national target programs, according to their assigned authority, functions and tasks, to urgently study the specific mechanisms and policies stated in Resolution No. 111/2024/QH15 of the 15th National Assembly (Resolution No. 111/2024/QH15) for immediate implementation; amend and supplement guiding documents, manage and organize the implementation of national target programs within their scope and management areas (if necessary).
In case of difficulties or problems (if any) arising during the implementation process, ministries, agencies and localities that are the managing agencies of national target programs shall send documents to relevant ministries and agencies for timely guidance according to their authority or report to competent authorities for handling according to regulations; in which, some contents shall be noted.
The Ministry of Planning and Investment guides the implementation of specific mechanisms and policies on adjusting the annual state budget investment plan prescribed in Clause 2, Article 4 of Resolution No. 111/2024/QH15; on assigning project owners to self-purchase goods and services in the content of production development support projects prescribed in Point a, Clause 4, Article 4 of Resolution No. 111/2024/QH15; on the pilot mechanism of decentralization to the district level in the management and organization of implementation of national target programs for the period 2024 - 2025 prescribed in Points a and b, Clause 7, Article 4 of Resolution No. 111/2024/QH15; on assigning medium-term public investment plans and annual capital investment for small-scale, technically uncomplicated construction investment projects prescribed in Clause 8, Article 4 of Resolution No. 111/2024/QH15.
The Ministry of Finance guides the implementation of specific mechanisms and policies on the allocation and assignment of annual central budget regular expenditure estimates prescribed in Point c, Clause 1, Article 4 of Resolution No. 111/2024/QH15; on the adjustment of annual state budget estimates prescribed in Clause 2, Article 4 of Resolution No. 111/2024/QH15; on payment of support money from the state budget to project owners for the procurement of goods and services prescribed in Point b, Clause 4, Article 4 of Resolution No. 111/2024/QH15; on the management and use of assets formed in production development support projects prescribed in Clause 5, Article 4 of Resolution No. 111/2024/QH15; on the annual state budget settlement of districts implementing the pilot mechanism prescribed in Point c, Clause 7, Article 4 of Resolution No. 111/2024/QH15.
The State Bank of Vietnam shall preside over and coordinate with the Ministry of Planning and Investment and the Ministry of Finance to guide the implementation of the mechanism of entrusting capital of local budgets through the Social Policy Bank system to support the implementation of a number of activities of national target programs specified in Clause 6, Article 4 of Resolution No. 111/2024/QH15.
Deputy Prime Minister Tran Luu Quang assigned the Ministry of Planning and Investment to preside over and coordinate with the ministries and agencies: Agriculture and Rural Development, Labor - Invalids and Social Affairs, Ethnic Committee and members of the Central Steering Committee, relevant ministries, agencies and localities to prepare reports and documents for the 5th online meeting of the Central Steering Committee with localities during the period from March 4 to March 10, 2024; in which, it is noted to summarize the difficulties and problems (if any) that have not been resolved or have arisen in the implementation process of each national target program and propose specific solutions, send them to the Government Office before February 29, 2024 for synthesis and reporting to the Deputy Prime Minister, Head of the Central Steering Committee.
Deputy Prime Minister Tran Luu Quang assigned the Government Office to coordinate with the Ministry of Planning and Investment, relevant ministries and agencies to prepare content, programs and other necessary conditions to organize the meeting to ensure effectiveness and practicality.
