The Prime Minister requests Ministers, Heads of ministerial-level agencies, Chairmen of People's Committees of provinces and centrally-run cities and Heads of relevant agencies to urgently implement the following key tasks:
The Ministries of Agriculture and Rural Development, Labor - Invalids and Social Affairs, and the Ethnic Committee, according to their assigned functions and tasks, urgently coordinate with the Ministry of Finance and the ministries and agencies in charge of component projects to notify the 2024 and 2025 career capital levels to the ministries, central agencies and localities in accordance with the provisions of Decree No. 38/2023/ND-CP of the Government; to be completed in July 2023; Urgently preside over and coordinate with the Ministry of Planning and Investment, the Ministry of Finance and the ministries and agencies in charge of component projects to research and develop a detailed manual, specifically integrating guidance documents, processes, procedures and sample dossiers for each project, sub-project, and component content of national target programs; to be completed in the third quarter of 2023 and report to the Prime Minister on the implementation results.
The Ministry of Health urgently presides over and coordinates with the Ministries and agencies: Planning and Investment, Finance, Agriculture and Rural Development, the Ethnic Committee and relevant localities to select a number of projects on investment and support for the development of precious medicinal herb growing areas under the National Target Program on Socio-economic Development of Ethnic Minority and Mountainous Areas to focus on guiding and directing pilot implementation in a number of localities with suitable conditions; summarize and evaluate the implementation results, draw lessons, propose solutions to remove difficulties and obstacles in the implementation process and disseminate and replicate the model nationwide; report to the Prime Minister in the fourth quarter of 2023.
Urgently research and propose criteria to identify low-income workers.
The Ethnic Committee urgently presides over and coordinates with ministries and component project owners to comprehensively review the National Target Program on Socio-Economic Development of Ethnic Minority and Mountainous Areas, Phase I, and prepare a dossier proposing adjustments to the content of the Decision approving the Program in accordance with the regulations, order, and procedures of the law on public investment; report to the Prime Minister and send to the Ministry of Planning and Investment in August 2023.
Based on the proposal of the Ethnic Committee, the Ministry of Planning and Investment consults and submits to the Prime Minister the establishment of a State Appraisal Council to organize appraisal according to regulations; complete appraisal in September 2023.
The Ministry of Labor, War Invalids and Social Affairs urgently researches and proposes criteria for identifying low-income workers as beneficiaries of the National Target Program on Sustainable Poverty Reduction for the 2021-2025 period, and reports to the Prime Minister in November 2023.
Based on the review results and proposals of the Ministries and agencies of the National Target Program, the Ministry of Planning and Investment shall preside over and coordinate with relevant ministries and agencies to synthesize, research, and propose adjustments to the targets assigned to ministries, branches, and localities in Decision No. 652/QD-TTg dated May 28, 2022 of the Prime Minister to ensure conformity with the practical situation; propose solutions to remove difficulties and obstacles (if any), and report to the Prime Minister in the third quarter of 2023.
The Ministry of Finance urgently presides over and coordinates with relevant ministries and agencies to complete the revision and supplementation of Circulars regulating public funding for implementing national target programs.
The Government Office urges the implementation of the above tasks according to regulations.
