On the afternoon of August 7, at the National Assembly House, Vice Chairman of the National Assembly Tran Quang Phuong chaired the 3rd meeting of the Supervisory Delegation on the implementation of three National Target Programs.

On the afternoon of August 7, at the National Assembly House, Vice Chairman of the National Assembly Tran Quang Phuong, Head of the Supervision Delegation "Implementation of the National Assembly's Resolutions on National Target Programs on New Rural Construction for the 2021-2025 period, sustainable poverty reduction for the 2021-2025 period, socio-economic development in ethnic minority and mountainous areas for the 2021-2030 period," chaired the 3rd Session of the Delegation.
Speaking at the meeting, Vice Chairman of the National Assembly Tran Quang Phuong stated that after conducting supervision at 11 central ministries and branches and 15 provinces and cities, at this 3rd Session, the Supervisory Delegation focused on giving initial opinions on the draft Supervision Results Report to be submitted to the National Assembly Standing Committee at the upcoming 25th Session. In particular, the report summarizes the results achieved by each Program and emerging issues, difficulties, shortcomings, obstacles, and causes; proposes solutions and recommendations to accelerate the implementation of the National Target Programs.
At the meeting, the Supervisory Delegation listened to 3 Working Groups reporting on the implementation results of the National Target Programs.
Reports from the 3 Working Groups show that localities are determined to complete the disbursement task of the 2023 plan, however, there are some major difficulties. That is, the disbursement results for the 2021-2023 period are very low, and the pressure to disburse the remaining capital is large.
The capital mobilized to implement the Program has decreased sharply, and some localities have not been able to mobilize it. In addition, after 2 years of implementation, the issuance of legal documents and directives, management and implementation at the central and local levels still have difficulties and obstacles that need to be resolved.
However, the removal and handling is still slow, especially the amendment and supplementation of some regulations and detailed instructions for the implementation of the 3 National Target Programs are not yet unified, not in accordance with specialized laws, and do not ensure progress according to the plan directed by the Prime Minister in Official Dispatch No. 71/CD-TTg on removing difficulties and obstacles in the implementation of the National Target Programs for the period 2021-2025.
Notably, the integration of capital sources among National Target Programs is difficult to implement because the Sustainable Poverty Reduction Program and the Socio-Economic Development Program for Ethnic Minority and Mountainous Areas have central budget sources assigned in detail for each project; meanwhile, the New Rural Development Program is based on the total budget assigned by the Prime Minister, the Provincial People's Council will decide to allocate and assign budget estimates to implementing units according to each expenditure field, project, component content...
Appreciating the efforts and responsibilities of the Working Groups and the Working Group assisting the Supervisory Group, Vice Chairman of the National Assembly Tran Quang Phuong suggested that the draft Report focus on evaluating the implementation results of each National Target Program and summarize the results of the 3 Programs in the direction, administration, and promulgation of legal documents; clearly analyze the advantages and disadvantages in implementing the 3 Programs, the awareness of all levels, sectors, and people, and at the same time identify subjective and objective causes.
The Vice Chairman of the National Assembly requested that the draft report should include lessons learned in implementing the National Target Programs. The recommendations and solutions in the draft report should be close, correct, and in line with reality.
