The Hai Duong City Dynamic Urban Development Project aims to complete technical infrastructure on main roads and prevent flooding for about 1,000 hectares in the western part of the city. The project includes 9 packages using foreign loans with a total investment of about 1,775 billion VND. Many packages implemented in the field are related to traffic routes in operation. This affects the circulation of vehicles and households living next to the road, especially key routes.
To ensure traffic safety and order during the upcoming Lunar New Year, the City People's Committee has requested the construction unit to restore the road surface structure before January 20. However, although the deadline is approaching, some of the city's main roads are still in disarray.
For many days now, Nguyen Van Kiem's restaurant on Nguyen Van Linh Street has been operating at a low capacity due to construction work on the road. Kiem said that business people often look forward to the Tet holiday to increase revenue, but because the road is blocked, customers cannot come to eat on the spot. The number of take-out orders is also not much while he still has to pay for rent and labor. "I strongly support the construction and development of infrastructure to reduce flooding and make the city more civilized. However, the construction must be carried out at the right time to limit the impact on people's businesses," Kiem said.
The intersection between Nguyen Luong Bang Street and Nguyen Thi Due Street is still fenced off for construction. This is a complicated traffic point with a large volume of vehicles, causing people to worry about traffic safety. Mr. Bui Van Nghia on Ngo Quyen Street said: “I often have to travel through this intersection. Because the road surface is under construction, it is very inconvenient and poses a potential risk of accidents. I hope this road section will be completed soon to restore the surface for people to travel conveniently and safely.”
Late return of premises
According to the Management Board of the Integrated Development Project of Dynamic Urban Areas of Hai Duong City, although the time for site clearance is approaching, contractors have not yet completed the work as required by the City People's Committee. The reason is that there was rain in many days in early January, affecting the construction progress, so the road structure clearance is slower than planned. On January 18, construction was still underway on An Dinh, Truong Chinh, Nguyen Van Linh, Nguyen Luong Bang, and Dien Bien Phu streets. To ensure safety, contractors are clearing the road surface in sections of 40-60 m.
Mr. Nguyen Dinh Khanh, Deputy Director of the Project Management Board, said that the board has requested the construction unit not to dig new roads but to focus on completing the remaining work to ensure traffic safety during the Lunar New Year. The contractors have mobilized maximum means and human resources to urgently carry out items and works related to the traffic route. It is expected that the entire road surface will be restored by the end of January (corresponding to December 21).
It is known that the construction at the end of the lunar year is to meet the requirements of work volume and disbursement progress of the entire project.
In addition to the bidding packages for the Integrated Development of Dynamic Cities Project, the Hai Duong City Transport Enterprise is also repairing damaged road surfaces. However, the repairs will not last long and will not affect people's lives.
