The project to comprehensively develop dynamic urban areas of Hai Duong city has 9 construction and equipment packages, of which 1 package is facing problems.
Standing Vice Chairman of the Provincial People's Committee Luu Van Ban requested Hai Duong City to take responsibility if the bidding package for the wastewater treatment station in the west of Hai Duong City is prolonged.
At the regular meeting of the Hai Duong Provincial People's Committee in March (4th time) on the afternoon of March 27, the Provincial People's Committee agreed to commit with the World Bank (WB) to implement the bidding package for the wastewater treatment station in the west of Hai Duong City on the condition that the city must ensure the completion of the project on schedule. Hai Duong City must take responsibility if the bidding package is prolonged.
Regarding additional capital allocation and re-loan capital, the Standing Vice Chairman of the Provincial People's Committee, Luu Van Ban, assigned the Departments of Finance, Planning and Investment to advise and report to the Provincial People's Committee for submission to higher levels for consideration and resolution. Regarding site clearance, the Department of Natural Resources and Environment, based on legal regulations and actual situations, advises on appropriate compensation and site clearance plans. Site clearance must put the interests and rights of the people first, but must comply with legal regulations.
The Hai Duong City Dynamic Urban Development Project has a total investment of VND 1,774.5 billion from the World Bank's convertible loan and the province's counterpart fund. The project consists of two components: construction and upgrading of urban infrastructure; technical support and implementation.
Component 1 has 9 construction and equipment packages to complete the technical infrastructure system on Nguyen Luong Bang and Thanh Binh streets; improve rainwater drainage conditions, prevent flooding; build a wastewater collection and treatment system for the western area of the city. Currently, Component 1 has awarded contracts and implemented 8 packages, while the package for the construction of a wastewater treatment plant has not yet selected a contractor.
Director of the Department of Natural Resources and Environment Hoang Van Thuc gave his opinion on site clearance to implement the Project on comprehensive development of dynamic urban areas of Hai Duong City.
Component 2 has implemented consulting work related to project preparation and project implementation. There are currently 2 technical assistance packages related to climate change response measures, green development, public transport and non-motorized transport that have not been implemented.
By the end of March, more than half of the project had been completed but only about 30% of the work had been completed. To ensure timely completion (before June 30, 2025), the Hai Duong City People's Committee proposed to resolve a number of related problems. With the large-value bid package to build a wastewater treatment plant for the western area of the city (VND 315 billion) that has not yet selected a contractor, there are 2 options for handling the situation. Option 1 is to stop implementing the bid package, which means considering stopping 3 related bid packages: building a wastewater collection system and connecting households for the area north of Nguyen Luong Bang Street to Thai Binh River; building a wastewater collection system connecting households for the remaining areas west of the city; building wastewater pumping stations and equipment. Meanwhile, these 3 bid packages are under construction. In addition, legal procedures related to project adjustment must be completed. Option 2 is to continue implementing the bid package and immediately approve the contractor selection plan. This is a bid package that the WB has selected for review in advance, so when reporting on the evaluation of the contractor selection results, there must be a written commitment from the Provincial People's Committee in case the progress is not guaranteed.
Regarding the additional capital allocation and re-loan capital, Hai Duong City requested the Departments of Planning and Investment and Finance to promptly advise the Provincial People's Committee to report to the Central agency so that the Government can submit it in time at the upcoming National Assembly session in July. With 2 bidding packages belonging to component 2 of the project, the city requested the Provincial People's Committee to approve not to implement. The reason is that the contents of the bidding packages have been integrated into the project to adjust the general planning of Hai Duong City until 2040. Regarding the site clearance work to implement the project, Hai Duong City requested the Provincial People's Committee to approve the unit price and arrange resettlement according to the actual situation based on the provisions of law.
