President Yoon Suk Yeol did not attend the hearing.

A special parliamentary committee investigating South Korean President Yoon Suk-yeol's martial law proposal was unable to hold an on-site hearing because Yoon Suk-yeol and several officials under his administration rejected requests to attend.

According to Yonhap news agency, President Yoon Suk-yeol, along with former Defense Intelligence Command (DIC) chief Noh Sang-won and former DIC Colonel Kim Yong-gun, did not appear at the parliamentary hearing at the Seoul Detention Center in Uiwang, south of the capital. Mr. Noh Sang-won is accused of discussing martial law plans with current and former military intelligence officers at a hamburger shop in Ansan, southwest of Seoul, two days before the plans were implemented on December 3, 2024.

Earlier in the day, committee members also went to the Seoul Dongbu Detention Center in eastern Seoul to conduct a similar hearing for former Defense Minister Kim Yong Hyun, who was arrested and indicted on charges of rebellion related to President Yoon Suk Yeol's martial law proposal. Kim Yong Hyun also refused to attend the hearing, citing the need to prepare for the trial and meet with his legal team.

The ruling People's Power Party (PPP) has boycotted the on-site investigations in protest at President Yoon Suk Yeol being selected as a witness.

The committee members are scheduled to visit the detention center of the Capital Defense Command to meet Yeo In Hyung, former head of the Defense Counterintelligence Command. Yeo In Hyung is accused of receiving orders from former Defense Minister Kim Yong Hyun to detain opposition leader Lee Jae Myung and ruling party leader Han Dong Hoon, among others, during the imposition of martial law.

On the same day, the Constitutional Court of South Korea announced that it will hold the first official hearing on the impeachment of Prime Minister Han Duck Soo on February 19.

Kim Hyung-du, the chief judge of the trial, announced the decision to hold the hearing, asking both Han Duck-soo's legal representatives and the National Assembly to submit necessary documents and evidence by February 13. The opposition-controlled National Assembly proposed the impeachment of Han Duck-soo on December 27 after he refused to appoint more judges to the Constitutional Court before reviewing the impeachment of President Yoon Suk-yeol over martial law.
