At the meeting, voters heard the announcement of the expected content of the 8th session of the 15th National Assembly; a summary report of responses from ministries, branches and Hung Yen province to the opinions and recommendations of voters in the area during the previous meeting.
Many recommendations related to national economy and people's livelihood
At the meeting, Hung Yen voters highly appreciated the activities of the National Assembly in recent times, which have been creative, effective and flexible. The draft laws and important issues of the country brought up for discussion at the Sessions have been carefully prepared.
The National Assembly's supreme supervision activities were focused and effective. The content of the questions and answers were accurate and correct. In addition, voters made many recommendations and proposals related to a number of areas of interest to voters and the public.
Expressing the people's trust and support for the work of preventing and combating corruption and negativity, voter Nguyen Quoc Doanh, Van Giang town emphasized that in recent years, the work of preventing and combating corruption and negativity has received special attention from the Party and State, with increased leadership and direction, and drastic implementation with the motto "resolutely, persistently, without rest, without stopping, with no forbidden areas, without exceptions".
Therefore, the work of preventing and combating corruption and negativity has achieved important results, contributing to preventing and repelling corruption and negativity. In order to contribute to improving the effectiveness of the work of preventing and combating corruption and negativity in the coming time, voters hope that the Party and the State will continue to have effective solutions so that officials "do not dare to be corrupt, do not need to be corrupt and do not want to be corrupt".
Voter Le Duy Thanh, Phung Cong commune, expressed concern that storm Yagi (storm number 3) caused great damage to people and property in northern provinces and cities, including Hung Yen province and some communes of Van Giang district.
Voters hope that the provincial and central authorities, ministries and functional agencies will re-evaluate the entire flood protection area for the production areas of the communes along the Red River, and have a special mechanism to protect production areas with high economic value; request that the authorities build a field pumping station for the two communes of Phung Cong and Xuan Quan, bordering Van Duc commune, Gia Lam district, to promptly pump water when floods occur, ensuring the preservation of people's assets.
The Government needs to have a specific mechanism to support the damage to people and businesses affected by storm No. 3; especially have a policy to support crops not yet included in the provisions of Decree 02/2017/ND-CP on mechanisms and policies to support agricultural production to restore production in areas damaged by natural disasters and epidemics in accordance with the current time.
Voter Nguyen Quang Huy, Van Giang district, said that the current management mechanism, decentralization and state management authority will not ensure the requirements and tasks of state management for localities at the district level but with rapid urban development.
Voters proposed a suitable management mechanism to promote the role and responsibility of the State, investors and people (residents) in urban development management; a suitable mechanism to supplement and consolidate the staff to improve the management capacity of district and commune authorities...
Voter Nguyen Thi Minh Phuong, Long Hung commune, shared that currently, the tasks of office staff at the commune level are numerous, increasingly requiring high qualifications, capacity and sense of responsibility.
However, the current position and allowance levels are not commensurate. Therefore, in order for this team to feel secure in their work and contribute to improving the effectiveness of the leadership activities of local Party Committees and strengthening Party building at the grassroots level, voters propose to consider adding the position of Party Committee Office to commune-level civil servants.
Ms. Dao Thi Bich Ngoc, a voter of the education and training sector of Hung Yen province, said that in the process of implementing the policy of merging primary schools with secondary schools into primary and secondary schools, the education and training sector encountered a number of difficulties and problems. Voters suggested that the National Assembly Delegation consult with the Ministry of Education and Training to consider and amend Clause 3, Article 11 of Circular 32/2020/TT-BGDDT of the Ministry of Education and Training regulating the standards of principals and vice principals of secondary schools and inter-level schools.
Prevent and fight corruption and negativity right from within the Party cell
Speaking at the meeting with voters, General Secretary and President To Lam highly appreciated the preparation work for the meeting and sincerely thanked the voters for attending in large numbers and giving profound and meaningful comments in socio-economic life.
Informing voters about the country's political, economic and social situation in recent times, the General Secretary and President stated that the country is on the path of good development, rapid and sustainable development, and firmly protecting the Fatherland; maintaining a peaceful and stable environment; turning our country into a developing country with high average income and modern industry by 2030, practically celebrating the 100th anniversary of the Party's founding, aiming to realize the vision by 2045, completing the goal of the 100th anniversary of the country's founding, turning our country into a developed country with high income; creating a solid premise for the country to enter a new era of development for a peaceful, independent, democratic, prosperous, happy Vietnam, steadily moving towards socialism.
From a backward economy, Vietnam has risen to be among the top 40 leading economies, with a trade scale in the top 20 countries in the world. From an isolated country, Vietnam has established diplomatic relations with 193 member states of the United Nations, has strategic partnerships and comprehensive partnerships with 30 countries, including all major countries, and is an active member of over 70 regional and international organizations. The General Secretary and President expressed his joy that in recent years, Hung Yen has been one of the increasingly developing provinces, with roads being expanded, cultural works being built, national defense and political security being maintained, making it a livable place.
With the advantage of being adjacent to the capital Hanoi, in recent years, Van Giang district, Hung Yen province has become a "bright spot" in socio-economic development and new rural construction of the province. The persistent efforts of the Party Committee, government and people of Van Giang district have been recognized by the Prime Minister as an advanced new rural district in 2023 and is the first district in Hung Yen province to receive this honor.
The General Secretary and President requested that the Party Committee, government and people of Van Giang district be determined to uphold the spirit of self-reliance, seize opportunities, overcome all difficulties, accelerate socio-economic development, successfully complete the set socio-economic development tasks and goals, strive to soon turn Van Giang into a type III urban area by 2025, creating the premise to become a type II urban area before 2030 and become a city directly under the province.

Regarding the work of preventing and combating corruption and negativity, General Secretary and President To Lam emphasized that our Party and State consider the work of preventing and combating corruption and negativity a special task in the work of building and rectifying the Party, building and consolidating a clean and strong political system, and consolidating the great national unity bloc.
Under the leadership of the Party and the management of the State, the work of preventing and combating corruption and negativity in our country has achieved many positive results. Continuing to effectively implement the work of preventing and combating corruption and negativity, the General Secretary and President said that it is necessary to handle weak and unfinished stages, take strong measures, and not allow petty corruption; speed up the investigation of cases that people are interested in; perfect the system of legal policies and institutions, increasingly better meet practical needs, ensure the exercise of State power, ensure human rights, civil rights and common interests of the whole society...; focus on directing inspection and auditing work; improve the effectiveness of information, propaganda and education work on the work of preventing and combating corruption and negativity; continue to improve the effectiveness of the Steering Committee on preventing and combating corruption, negativity and combating waste.
Sharing his condolences with the people in the area affected by Typhoon Yagi, General Secretary and President To Lam highly appreciated the local government and people for taking many proactive measures to respond to and overcome the consequences of Typhoon Yagi.
The General Secretary and President hopes that people need to be aware of protecting the environment and responding to climate change; and requests Hung Yen province and Van Giang district to coordinate with Gia Lam district and Hanoi city to promptly overcome the problem of pumping and draining water appropriately.
Regarding a number of other issues of concern to voters, the General Secretary and President requested the National Assembly Delegation of Hung Yen province to coordinate with provincial agencies to record all voters' opinions, review the contents to propose to competent agencies of the Central Government and the National Assembly for resolution.
On this occasion, General Secretary and President To Lam presented 50 computers to Van Giang district, Hung Yen province and visited and presented gifts to the family of war invalid Nguyen Van Than, born in 1949, in Nhu Phuong Thuong village, Long Hung commune and the family of Ms. Dinh Thi Ngan, born in 1962, a poor household, in Nhu Lan village, Long Hung commune.
