Vietnam was elected to become a member of the United Nations Human Rights Council for the 2023-2025 term, at the 77th session of the United Nations General Assembly in New York (USA), on October 11 (New York time, night of October 11 Hanoi time).

The election results show that Vietnam's active participation in the activities of the United Nations Human Rights Council, and Vietnam's strong commitments and efforts to promote and protect human rights have been recognized, trusted and highly appreciated by the international community.

Respecting and protecting human rights is a consistent policy of the Party and State of Vietnam and this is clearly stated in the Declaration of Independence and the Constitution. Our Party and State always identify human rights as a common value of humanity; ensuring and promoting human rights is an important factor for sustainable development.

Fully participate in basic and important international conventions on human rights

Vietnam is one of the countries actively and proactively participating in most international conventions on human rights issued by the United Nations and other international organizations.

As of 2021, Vietnam has ratified and joined 7/9 fundamental conventions of the United Nations on human rights (Convention on Civil and Political Rights; Convention on Economic, Social and Cultural Rights; Convention on the Elimination of All Forms of Discrimination against Women; Convention on the Elimination of All Forms of Racial Discrimination; Convention on the Rights of the Child; Convention on the Rights of Persons with Disabilities; Convention Against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment); ratified and joined 25 conventions of the International Labor Organization (ILO), including 7/8 fundamental conventions.

Vietnam is committed to implementing international conventions on human rights to which Vietnam is a member and considers it the political and legal responsibility of the State.

Active member in regional and international forums and conferences in the field of human rights

Vietnam actively participates in dialogues on human rights with many countries, such as the US, Australia, Switzerland and the European Union (EU)... to exchange views, learn from each other's experiences, and aim to further enhance the enjoyment of rights of people in each country.

Vietnam also actively participated in the annual meetings and special sessions of the United Nations Human Rights Council on the situation in Myanmar, Palestine, Afghanistan, Sudan, Ethiopia, on the one hand introducing Vietnam's efforts in promoting and protecting human rights, refuting false and misleading information, on the other hand actively participating in the discussions of the Human Rights Council on global issues, the situation of human rights protection in regions around the world that need special attention, contributing to the common efforts of the international community in ensuring basic human rights for people in all countries around the world.

In February 2021, Deputy Prime Minister Pham Binh Minh attended and spoke at the High-level Meeting within the framework of the 46th Session of the Human Rights Council, highlighting Vietnam's policies, efforts and achievements in protecting and promoting human rights in the context of the pandemic. Vietnam provided masks and medical supplies to more than 50 countries and international partners, and proposed and was approved by the United Nations General Assembly by consensus on a Resolution choosing December 27 as the International Day of Epidemic Preparedness with the aim of raising awareness about disease prevention and response.

In addition, Vietnam also actively participates in other United Nations forums on human rights such as ECOSOC, the Third Committee of the General Assembly, etc. to discuss issues of interest to the international community and introduce Vietnam's efforts in ensuring human rights.

Always interested in building and perfecting the legal system

Vietnam has developed a fairly progressive national legal framework on gender equality and women's empowerment, including policies to promote gender equality in ethnic minority areas.

To ensure that all Vietnamese people enjoy full human rights, our Party and State always pay attention to building and perfecting the legal system. The summary of 10 years of implementing Resolution No. 48-NQ/TW, dated June 2, 2005, of the Politburo, "On the strategy for building and perfecting the Vietnamese legal system until 2010, with a vision to 2020" shows that, up to now, in all areas of economic, political, cultural and social life, human rights and civil rights have been regulated by law and have been constantly supplemented and perfected. In particular, the 2013 Constitution is considered the pinnacle of constitutional activities on protecting human rights in Vietnam, affirming the consistency of the content of human rights and civil rights in the Constitutions of 1946, 1959, 1980, 1992; At the same time, it supplements new, more complete, profound and comprehensive awareness in institutionalizing the Party's viewpoints on human rights, basic rights and obligations of citizens, in accordance with Vietnamese practice and international standards on human rights that Vietnam has participated in.

In addition to enshrining human rights in the Constitution, the State focuses on improving the quality of building and perfecting laws on human rights. From 2019 to January 2022, the National Assembly of Vietnam passed 39 laws, including many important legal documents related to human rights and civil rights, specifying the provisions of the 2013 Constitution, ensuring compatibility with international treaties to which Vietnam is a member, such as: Labor Code 2019, Youth Law 2020, Education Law 2019, Residence Law 2020, Law amending and supplementing a number of articles of the Law on Handling of Administrative Violations 2020, Law on Exit and Entry of Vietnamese Citizens 2019, Law on Mediation and Dialogue at Court 2020, Law on Vietnamese People Working Abroad under Contract 2020... Implementing a number of recommendations, focal units of competent authorities of Vietnam are also reviewing to amend and supplement a number of laws in accordance with commitments. Vietnam's international cooperation such as research on amending the Law on Children, research on drafting the Law on Prevention and Control of Prostitution, research on amending the Law on Prevention and Control of Human Trafficking in 2011, research on drafting the Law on Gender Reassignment...

With the efforts of the Party and the State, Vietnam's legal system on human rights is increasingly being improved. The achievements in building and improving the law on human rights create an important legal basis for everyone to have the opportunity and favorable conditions to enjoy human rights.

Focus on building and strengthening institutions to ensure human rights

On the afternoon of March 31, 2022, in Hanoi, the Ministry of Foreign Affairs held a press conference to announce the Voluntary Mid-Term Report on the Implementation of the Recommendations that Vietnam has accepted under the Universal Periodic Review Mechanism (UPR) Cycle III and information on Vietnam's candidacy for the United Nations Human Rights Council for the 2023-2025 term.

Along with promoting and improving the effectiveness of law enforcement activities on human rights, Vietnam pays special attention to building and consolidating institutions to ensure human rights. In addition to state institutions, socio-political organizations, social organizations, media and press also actively participate in protecting and ensuring human rights and citizens' rights. Specialized and specialized agencies on human rights have been established by the State, such as the Steering Committee on Human Rights of the Government and localities; building and perfecting the organization of agencies preparing and implementing reports on the implementation of international conventions on human rights to which Vietnam is a member state; building and perfecting human rights reports within the framework of the Universal Periodic Review (UPR) mechanism of the United Nations Human Rights Council, as well as other international cooperation activities in the field of human rights...

Most recently, in March 2022, Vietnam published a mid-term report on its voluntary implementation of the recommendations that Vietnam accepted under the Universal Periodic Review Mechanism on Human Rights, abbreviated as UPR Cycle III, demonstrating Vietnam's responsibility as a member state, transparency and seriousness towards the UPR mechanism in particular and in implementing international commitments on ensuring human rights in general.

“Leave no one behind”

Vietnam is not only one of six United Nations member countries that have completed most of the Millennium Development Goals ahead of the 2015 deadline, but is also considered a typical example of the international community in implementing the United Nations' goal of inclusive development, leaving no one behind.

In the context of the COVID-19 pandemic and natural disasters, storms and floods in localities causing severe socio-economic damage, but with great efforts and attempts, Vietnam has achieved impressive achievements. The Economist magazine in August 2020 ranked Vietnam in the top 16 most successful emerging economies in the world. Liberationnews.org (USA) concluded: Vietnam's success in preventing and fighting the COVID-19 pandemic "is not simply a miracle", but it is "the result of a socialist government that puts people above economic interests". It is a model "so that no one is left behind".

With the achievements in the enforcement of human rights laws, along with a beautiful natural environment, civilized political regime, unique culture, stable society, friendly and open people, in 2019, Vietnam entered the top 10 list of the most livable and work-worthy countries in the world.
