The "5 Good" mediation team in Thu Lang village, Ngoc Lien commune, Cam Giang district (Hai Duong) is one of the typical examples participating in resolving conflicts at the grassroots level, contributing to limiting petitions and complaints that go beyond the level of authority.

Conflict resolution

At the end of June 2024, Mr. NVT and 25 people in Thu Lang village filed a complaint about Ms. NTS's family in the same village who collects scrap and often sells goods on the village road. The neighbors reminded her many times but Ms. S. still did not listen, and even had conflicts and curses. Understanding the situation, the "5 Good" mediation team of Thu Lang village assigned members to find out the cause of the incident and invited the relevant parties to the village cultural house to resolve it. Mr. Nguyen Quang Huy, head of the mediation team, said: "Initially, the parties, especially Ms. S., were tense and showed no intention of cooperating. The members of the team tried to propagate and persuade her to understand the regulations and neighborhood relations. After that, Ms. S. happily committed to keeping the public clean and not letting scrap on the road anymore. After the mediation, we regularly checked and saw that Ms. S. had fulfilled her commitment, and the neighbors were happy again."

In early February 2024, through understanding the situation, the village's "5 Good" Mediation Team also contributed to resolving the tension between Mr. NVC and Ms. NTH. Because Ms. H. participated in folk dancing at the village cultural house in the evening and came home late several times, conflicts arose between the couple, with words exchanged. Unable to control his anger, Mr. C. beat Ms. H. Knowing the incident, the village's mediation team came to the house to talk and analyze the right and wrong of both Mr. C. and Ms. H. Through reasonable and emotional analysis, the couple promised to behave appropriately and preserve family happiness.

According to the representative of Ngoc Lien Commune People's Committee, the commune currently has 7 grassroots mediation teams with 57 mediators. Of which, Thu Lang Village Mediation Team operates most effectively and prominently. The team of mediators here has many years of experience and is dedicated to their work. Most conflicts and disputes in the village are successfully resolved by the mediation team.

The "5 Good" mediation team in Thu Lang village was established in July 2023 as a model of Hai Duong province and Cam Giang district with 5 criteria: Proactively detecting cases, receiving and mediating 100% of cases, the successful mediation rate is 85% or more; coordinating with the Front Working Committee, grassroots mass organizations; being provided with and participating in knowledge training; being supported with funding to conduct mediation in a timely manner; periodically meeting to exchange mediation experiences.

To successfully mediate many local matters, the experience of the "5 Good" Mediation Team in Thu Lang village is to assign specific tasks to each member. The team has 7 members assigned to be in charge of 4 hamlets with 311 households and more than 1,000 people. The members are responsible for monitoring, grasping the situation, and conducting mediation according to each hamlet unit, responsible sector... The issue that often causes conflicts is land assigned to Mr. Nguyen Ngoc Kien, Party Cell Secretary, Village Chief. Each other member is assigned to monitor the fields of women, youth, children, marriage and family, village sanitation, fields...

Thanks to the regular and good work of grasping the situation, from 2023 to now, the village's mediation team has successfully mediated 6 cases, mainly related to land and environmental disputes. The village has not had any complicated cases; there have been no petitions to higher levels.

Ms. Vu Thi Nga, Head of the Department of Law Development and Dissemination (Department of Justice) assessed: "The results of the "5 Good" Mediation Team in Thu Lang village, Ngoc Lien commune have been highly appreciated by the local Party Committee, government and the Department of Justice. This is one of the typical mediation teams in the province and is being replicated in a number of communes in Tu Ky and Gia Loc districts".
