Continue to improve the effectiveness of fire prevention and fighting work

Comrade Nguyen Minh Duc, Deputy Chairman of the National Assembly's Committee on National Defense and Security, Head of the monitoring delegation, delivered a concluding speech at the working session.

In his concluding remarks at the meeting, Comrade Nguyen Minh Duc, Vice Chairman of the National Defense and Security Committee, Head of the monitoring delegation, highly appreciated the results Hai Duong province has achieved in implementing Resolution 99. He suggested that in the coming time, the Provincial Party Committee, People's Council, and Provincial People's Committee continue to strengthen leadership and direction to improve the effectiveness of fire prevention and fighting in the area. Provincial departments, branches, and sectors continue to fully and in detail study relevant regulations on fire prevention and fighting to advise the Provincial People's Committee. The Party Committee and the Provincial Police Department's Board of Directors need to closely direct and change the awareness of the police force in approaching and accompanying businesses in fire prevention and fighting, providing detailed instructions from the design and construction stages to the implementation of standards and regulations on fire prevention and fighting. The provincial police need to promptly detect and correct cases of irresponsible police officers and soldiers, whose public service behaviors and gestures do not meet standards, leading to misunderstandings by businesses; if there are violations, they will be handled according to industry regulations. Conduct basic investigations well to detect violations, from warnings to strict handling of cases of non-compliance with fire prevention and fighting regulations.

Comrade Nguyen Ngoc Son, Standing Member of the Committee for Science, Technology and Environment, asked questions related to fire prevention and fighting work in the province.

Speaking at the meeting, Mr. Nguyen Minh Hung, Vice Chairman of the Provincial People's Committee, informed that in recent times, Hai Duong province has considered fire prevention and fighting tasks extremely important. The province has paid attention and focused necessary resources on fire prevention and fighting based on proposals from specialized agencies and localities. In the coming time, the province will have more diverse propaganda measures to raise awareness of people, organizations, and individuals in business and production about fire prevention and fighting. He hopes that through the monitoring delegation, the voice of the locality will be brought to competent authorities to adjust some regulations on fire prevention and fighting in accordance with reality.

According to the report of the Provincial People's Committee, the whole province currently has 16,988 facilities under fire prevention and fighting management, 2,431 facilities at risk of fire and explosion. The province has 14 models of Self-management Teams for fire prevention, fighting and rescue. From January 1, 2020 to December 31, 2022, there were 61 fires in the province, 1 person died, 4 people were injured, and the damage to people and property was estimated at more than 20 billion VND, no explosions occurred. The Provincial Police have approved the designs for 905 newly built works and construction items, adjusted the design or renovated and expanded. 191 facilities that have not had their designs approved or accepted for fire prevention and fighting have been put into use, so far 41 facilities have been remedied, 11 facilities have temporarily suspended operations, and 11 facilities have suspended operations. The provincial police have periodically inspected 12,507 establishments, discovered 38,496 limitations in fire prevention, fire fighting and rescue, and requested to overcome them; inspected 367 karaoke establishments, discovered and recommended overcoming 497 shortcomings in fire prevention and fire fighting...

Comrade Pham Chi Hieu, Deputy Director of the Provincial Police Department, reported on the implementation results of Resolution No. 99/2019/QH14 of the National Assembly on "Continuing to improve and enhance the effectiveness and efficiency of implementing policies and laws on fire prevention and fighting in the 2020-2022 period" in Hai Duong province.
