Continue to innovate and streamline the political system

The Government issued Resolution No. 99/NQ-CP promulgating the Government's Action Program to implement Conclusion No. 50-KL/TW dated February 28, 2023 of the Politburo.

On July 10, the Government issued Resolution No. 99/NQ-CP promulgating the Government's Action Program to implement Conclusion No. 50-KL/TW dated February 28, 2023 of the Politburo on continuing to implement Resolution No. 18-NQ/TW dated October 25, 2017 of the 6th Conference of the 12th Party Central Committee "Some issues on continuing to innovate and reorganize the apparatus of the political system to be streamlined, effective and efficient" (Program).

The purpose of the Program is to identify key tasks for the Government and ministries, branches and localities to focus on directing, organizing and implementing, continuing to effectively implement Resolution No. 18-NQ/TW in conjunction with the Resolution of the 13th National Party Congress, Resolution No. 27-NQ/TW dated November 9, 2022 of the 6th Conference of the 13th Party Central Committee on continuing to build and perfect the socialist rule-of-law State of Vietnam in the new period and Resolution No. 28-NQ/TW dated November 17, 2022 of the 6th Conference of the 13th Party Central Committee on continuing to innovate the Party's leadership and governance methods over the political system in the new period.

In addition, the Program aims to continue to raise awareness, responsibility, and determination of ministries, branches, localities, agencies, organizations, units, especially leaders in implementing Conclusion No. 50-KL/TW, striving to complete the goals set by Resolution No. 18-NQ/TW by 2030 and programs and plans to implement the Party's policies.

Improve the capacity of organization and implementation, especially the institutionalization of legal documents, creating real changes and achieving results in implementing the Party's policies and guidelines.

One of the tasks and solutions of the Program is that ministries, branches and localities continue to promote information and propaganda work to raise awareness of responsibility and determination of cadres, civil servants, public employees and workers, especially leaders in implementing Resolution No. 18-NQ/TW and policies and regulations of the Party, National Assembly and Government; do well in political and ideological work, create high unity in awareness and action of cadres, civil servants, public employees and workers in the process of innovation and reorganization of the political system to be streamlined and operate effectively and efficiently.

Regarding the organization, staffing, and management of civil servants and public employees, the Government requires ministries and ministerial-level agencies to continue reviewing, amending, supplementing, issuing new or submitting to competent authorities for issuance of legal documents related to the sectors and fields under their management to overcome limitations and difficulties, ensure streamlining of the apparatus, and improve effectiveness and efficiency of operations.

The Ministry of Home Affairs shall preside over and coordinate with relevant ministries, branches and localities to research and develop documents to institutionalize the Party's policy on encouraging and protecting dynamic, creative cadres who dare to think, dare to do, dare to make breakthroughs for the common good; to protect cadres who dare to think, dare to do, dare to take responsibility for the common good; to overcome the mentality of avoiding and fearing responsibility of a number of cadres, civil servants and public employees; to research, develop and submit to the Government for promulgation a Decree on policies to attract and promote talented people in state administrative agencies and public service units; to continue to improve the internal organization of agencies, organizations and units in a streamlined direction; to review, supplement and perfect the functions, tasks, powers and working relationships of agencies, organizations and units.

Ministries, ministerial-level agencies, and government agencies shall urgently develop and complete the draft Decision stipulating the functions, tasks, powers, and organizational structure of the General Department and equivalent organizations, and submit it to the Prime Minister for consideration and decision, ensuring progress requirements according to Resolution No. 20/NQ-CP dated February 17, 2023 of the Government on a number of tasks and solutions to implement the organizational arrangement of ministries, ministerial-level agencies, and government agencies.

The Ministry of Home Affairs shall preside over and coordinate with relevant ministries and branches to continue researching, perfecting and implementing the multi-sectoral, multi-field management model, in line with the principle that only one agency is assigned the main responsibility for a task, while other relevant agencies are responsible for coordination, ensuring no overlap, duplication or omission of the Government's state management tasks.

Localities continue to review and perfect the functions, tasks, powers and consolidate the organizational structure of specialized agencies under the People's Committees at provincial and district levels, ensuring streamlining, effective and efficient operations, meeting the criteria for establishing organizations according to Government regulations.

In addition, localities complete the list of job positions along with the competency framework and job position descriptions of the political system as a basis for determining the staffing of each agency, organization and unit in accordance with its functions, tasks and practices, associated with substantive assessment and accurate classification of civil servants and public employees.

The Ministry of Home Affairs shall preside over and coordinate with relevant ministries and branches to report to competent authorities on the roadmap for salary policy reform and the allocation of state budget funds for salary policy reform in the period after 2023; including the content of reviewing and arranging titles and positions according to management decentralization; developing and promulgating salary tables for positions to ensure consistency and consistency with the List of Titles, Leadership Positions and Equivalents of the political system from the Central to the grassroots level, issued together with Conclusion No. 35-KL/TW dated May 5, 2022 of the Politburo.
