Prime Minister requests strict punishment for teachers who teach extra classes in violation of regulations

Provinces, cities and schools need to strictly handle cases of violating regulations on extra teaching and learning, according to the direction of Prime Minister Pham Minh Chinh.

The above content is in the telegram of Prime Minister Pham Minh Chinh sent to the Minister of Education and Training, Chairmen of People's Committees of provinces and cities, dated February 7.

According to the Prime Minister, in recent times, the management of extra teaching and learning activities in some localities has been inadequate and has not been promptly handled, affecting teaching and learning activities at schools and creating negative public opinion in society.

The Head of Government requested localities to strictly implement regulations on extra teaching and learning issued by the Ministry of Education and Training. Violations must be strictly handled.

In addition, the Minister of Education and Training needs to regularly review and grasp information related to regulations on extra teaching and learning to promptly amend and supplement them, to ensure they are suitable for practice and meet the requirements set forth in the new situation.

At the end of December 2024, the Ministry of Education and Training issued Circular 29 on extra teaching and learning. The new point is that schools are only allowed to teach extra classes for three groups, and they must be free of charge, including: groups with unsatisfactory results; selected to nurture excellent students; and final year students who voluntarily register for exam preparation.

With extra-curricular tutoring, teachers are not allowed to charge students in their classes for extra tutoring.

According to Government regulations on disciplinary action against officials, civil servants, and teachers who violate regulations on extra teaching and learning may be reprimanded, warned, or forced to quit their jobs.

In case of teaching extra classes for money outside of school but not registering to establish a business household, they can be fined 5-10 million VND, according to Decree 122/2021 on administrative sanctions for violations in the field of planning and investment.
