Prime Minister requests to focus on handling alcohol concentration violations during Tet 2024

The Prime Minister requested the Ministry of Public Security to direct the handling of violations that are the direct cause of traffic accidents, including violations of alcohol concentration.

This requirement was emphasized by Prime Minister Pham Minh Chinh in Official Dispatch No. 1300 issued on December 5 on ensuring traffic order and safety during the New Year, Lunar New Year and Spring Festival 2024.

The dispatch stated that on the occasion of New Year's Eve, Lunar New Year and Spring Festival 2024, the traffic volume is forecasted to increase sharply, creating great pressure on ensuring traffic order and safety, with the potential risk of traffic accidents and traffic jams.

To prevent traffic accidents and maintain traffic order and safety, the Prime Minister requested the Ministry of Public Security to direct police units and localities to increase patrols and control, and strictly handle violations of traffic order and safety on roads, railways, and waterways.

"Focus on handling violations that are direct causes of traffic accidents and traffic jams such as violations of regulations on alcohol and drug concentrations, speeding, driving in the wrong lane, going in the wrong direction, stopping and parking illegally, making U-turns, avoiding and overtaking illegally, not wearing helmets when riding motorbikes, not giving way to priority vehicles, entering the emergency lane...", according to the dispatch.

The Ministry of Public Security is also tasked with preventing illegal racing, gatherings that disrupt public order; violations when crossing level crossings; vehicles exceeding the safety waterline; vehicles that are not registered, inspected, or do not ensure technical safety; vehicles that are not equipped with life-saving and rescue equipment; and vehicles that do not have a driver's license, degree, or professional certificate.

In addition, it is necessary to promptly prevent and strictly handle vehicles carrying more people than the prescribed number... And coordinate to ensure traffic safety at river crossings, tourist boat wharves, waterways, especially passenger transport routes from shore to islands, rivers and water areas where festivals are held.

On the side of the Ministry of Transport, the head of the Government requested that the Ministry direct its affiliated agencies, units, Departments of Transport and transport business units to have plans to ensure transport capacity, quality and safety for passenger and cargo transport activities, especially passenger transport services by road, waterway and air during the Tet holiday.

Special attention should be paid to Tan Son Nhat International Airport and Noi Bai International Airport to minimize flight delays and cancellations.

The Prime Minister noted that passengers should not be unable to return home for Tet due to lack of means of transport; and that organizations and individuals who allow illegal buses, illegal bus stations and illegal fare increases should be strictly punished.

The Ministry of Transport needs to direct the Departments of Transport and contractors to ensure the safety of traffic infrastructure works; promptly repair damaged and landslide-prone road sections caused by floods; review and supplement traffic signal systems and reflective warning devices at intersections and road sections with steep slopes, narrow curves, and limited visibility.

Another task assigned by the Prime Minister is to ensure that the electronic toll collection system operates smoothly and does not cause traffic congestion at toll stations; and to coordinate with relevant agencies to prevent congestion at airport toll stations.

The Prime Minister also requested to urgently complete the upgrading, repair and maintenance of key urban traffic routes and return the roadway to serve people's travel (to be completed 1 week before the Lunar New Year holiday)...

The Prime Minister assigned the People's Committees of provinces and centrally run cities to direct businesses and educational training establishments in the area to proactively coordinate with transport units to organize the direct sale of train and bus tickets for workers, laborers and students returning home for Tet.

Also according to the telegram, ministries, branches and localities assign competent persons to organize 24/7 duty, report on the situation of ensuring traffic order and safety during the 7-day Tet holiday (from February 8, 2024 to February 14, 2024) to the National Traffic Safety Committee.
