In Decision No. 994, the Prime Minister decided to discipline Mr. Do Hoang Anh Tuan, former Deputy Minister of Finance, by reprimanding him for violations and shortcomings in his work and for which he was subject to Party discipline.

The disciplinary period is calculated from the date of announcement of Decision No. 1543 dated June 26 of the Central Inspection Commission.

Previously, at the 42nd session, implementing the conclusions and directions of the Central Steering Committee on preventing and combating corruption and negativity, after reviewing the inspection results when there were signs of violations and the review results, proposing disciplinary action against the Party Executive Committee of the Ministry of Finance, the Central Inspection Committee found that this collective had violated the principle of democratic centralism and working regulations.

The Party Executive Committee of the Ministry of Finance lacked responsibility and slackened its leadership and direction, allowing the Ministry of Finance and a number of organizations and individuals to violate Party regulations and State laws in state management and advising and promulgating mechanisms and policies on the issuance and trading of individual corporate bonds, including enterprises belonging to Van Thinh Phat Group and An Dong Group; in state management of the budget related to Tien Bo International Joint Stock Company (AIC) and enterprises in the AIC ecosystem.

According to the Central Inspection Agency, the above violations have caused serious consequences that are difficult to overcome, with the risk of loss and waste of large amounts of state budget and damage to bond investors, negatively affecting the investment and business environment and social order and safety, causing negative public opinion, resentment, and reducing the prestige of party organizations and state management agencies, to the point of requiring consideration and disciplinary action.

The main responsibility for the above violations and shortcomings belongs to the Party Committee of the Ministry of Finance for the 2016-2021 term and a number of individuals, including Mr. Vo Thanh Hung, member of the Party Committee, Deputy Minister of Finance; Huynh Quang Hai and Do Hoang Anh Tuan, former members of the Party Committee, Deputy Ministers of Finance.

Considering the content, nature, level, consequences, and causes of the violation; based on Party regulations, the Central Inspection Committee decided to issue a disciplinary warning to Mr. Huynh Quang Hai; and reprimand Mr. Do Hoang Anh Tuan and Mr. Vo Thanh Hung.
