The Standing Committee of the Provincial Party Committee listened to the Party Committee of the Provincial People's Committee report on the re-planning plan for the Pearl Island area (Hai Duong City); the plan to adjust the detailed planning of the Lai Cach commercial urban area (Cam Giang); the policy of establishing and assigning investors to a number of industrial clusters in the province.

Concluding the conference, Secretary of the Provincial Party Committee Pham Xuan Thang affirmed the necessity, role and significance of re-planning and implementing the project in the Pearl Island area (Hai Duong City). He requested Nam Cuong Group Corporation to focus resources to implement the project soon; if not, the province will revoke the project. The consulting unit accepted the opinions of the Provincial Party Committee Standing Committee and completed the planning adjustment so that the Pearl Island area becomes a dynamic, modern and classy tourist city. The landscape architecture must create a highlight to contribute to raising the level of a class I urban area of ​​Hai Duong City.

Agreeing with the plan to build 2 bridges to the Ngoc Island area, the Provincial Party Secretary requested the investor to expand the scope of research to clarify the organization of space and infrastructure connection of the project to neighboring projects. Maximize the advantages of the surrounding Sat River and Thach Khoi hot mineral water mine. The square area needs to expand its area and space to organize major events. The land use structure must effectively exploit the land fund, paying attention to expanding the space in the surrounding areas to increase the area of ​​trees, water surface, and parking lots. There must be a plan to effectively exploit the water surface to serve sports activities and attract tourists. When building infrastructure, there must be a synchronous architectural and landscape design, investment in building raw houses, and no subdivision or sale of land.

The Provincial Party Standing Committee assigned the Party Committee of the Provincial People's Committee to assign relevant departments, branches and localities to continue reviewing, resolving and proposing solutions to completely resolve difficulties related to projects of Nam Cuong Group Joint Stock Company in Hai Duong City.

Regarding the plan to adjust the detailed planning of Lai Cach commercial urban area, Secretary of the Provincial Party Committee Pham Xuan Thang requested to review and calculate the economic and technical indicators of the urban area to meet the goal of Lai Cach town achieving a type IV urban area before 2030. Fully arrange public works to serve residents of the urban area and neighboring areas. Adjust and ensure the connection between green park areas, lakes, creating highlights in urban landscape architecture. Increase the number of floors of social housing and arrange green belts in areas adjacent to the factory. Ensure a synchronous traffic and wastewater treatment system.

The Provincial Party Standing Committee agreed on the policy of establishing and assigning investors to 8 industrial clusters in Kinh Mon town and Cam Giang, Tu Ky, Binh Giang and Thanh Mien districts; requested localities to coordinate with relevant departments and branches to complete the dossiers for the industrial clusters that have been established, integrate the industrial clusters into the regional planning and land use plan to carry out investment procedures in accordance with the correct processes and regulations.

At the conference, the Provincial Party Standing Committee also listened to the Party Committee of the Provincial People's Committee report and give opinions on the planning ideas for the urban tourism, ecological, resort, sports, and entertainment area of ​​Ben Tam Lake (Chi Linh).
