Approval of Resolution to establish the 2024 Thematic Supervision Team

The National Assembly delegation of Hai Duong province voted to pass the Resolution on the establishment of the National Assembly's Thematic Supervision Delegation in 2024.

Specifically, with 469/470 delegates present in favor (accounting for 94.94% of the total number of National Assembly delegates), the National Assembly passed a Resolution to establish a Thematic Supervision Delegation on "Implementation of Resolution No. 43/2022/QH15 dated January 11, 2022 of the National Assembly on fiscal and monetary policies to support the Socio-economic Recovery and Development Program and resolutions of the National Assembly on a number of important national projects until the end of 2023".

Accordingly, the Head of the Supervisory Delegation is Vice Chairman of the National Assembly Nguyen Duc Hai; the Permanent Deputy Head of the Delegation is Chairman of the National Assembly's Finance and Budget Committee Le Quang Manh.

The purpose of supervision is to evaluate the results achieved, limitations, difficulties, and obstacles; identify the causes, clarify the responsibilities of agencies, organizations, and individuals; at the same time, draw lessons to improve the effectiveness of implementing the National Assembly's resolutions in similar cases; specific mechanisms, policies, and solutions to implement important national projects. From there, propose and recommend tasks and solutions in the coming time to successfully implement the socio-economic development goals for the period 2021 - 2025.

The scope of supervision is the implementation of Resolution 43/2023/QH15 dated January 11, 2022 of the National Assembly on fiscal and monetary policies to support the Socio-Economic Recovery and Development Program: from the date of issuance of the Resolution to December 31, 2023 nationwide.

In addition, supervise the implementation of the National Assembly's Resolutions on investment policies for a number of important national projects (Long Thanh Airport Project; North-South Expressway Project in the East for the 2017-2020 and 2021-2025 periods; Ring Road 4 Project - Hanoi Capital Region; Ring Road 3 Project of Ho Chi Minh City; Khanh Hoa - Buon Ma Thuot Expressway Project Phase 1; Bien Hoa - Vung Tau Expressway Project Phase 1; Chau Doc - Can Tho - Soc Trang Expressway Project Phase 1): from the date of issuance of the Resolution to December 31, 2023 for each specific project.

The subjects of supervision are the Government, ministries, ministerial-level agencies, agencies under the Government; People's Councils, People's Committees of provinces and centrally run cities and relevant agencies and organizations.

With 452/458 delegates present in favor (accounting for 91.5% of the total number of National Assembly delegates), the National Assembly passed a Resolution to establish a thematic supervision delegation on "Implementation of policies and laws on real estate market management and social housing development from 2015 to the end of 2023".

The Head of the Supervisory Delegation is Permanent Vice Chairman of the National Assembly Tran Thanh Man. The Permanent Deputy Head of the Delegation is Chairman of the National Assembly's Economic Committee Vu Hong Thanh.

The purpose of supervision is to evaluate the results achieved, limitations, difficulties and obstacles; identify the causes, clarify the responsibilities of agencies, organizations and individuals; draw lessons to improve the effectiveness of implementing policies and laws on real estate market management and social housing development. At the same time, propose and recommend tasks and solutions to improve the effectiveness of implementing policies and laws on real estate market management and social housing development, and perfect related policies and laws, especially after the Law on Real Estate Business (amended), the Law on Housing (amended) and the Law on Land (amended) were passed by the 15th National Assembly at the 6th Session.

Scope of supervision: Supervise the implementation of policies and laws on real estate market management and social housing development from July 1, 2015 to December 31, 2023 nationwide.

The subjects of supervision are the Government, ministries, ministerial-level agencies; People's Councils, People's Committees of provinces and centrally-run cities and relevant agencies, organizations and individuals.

The monitoring contents include: The promulgation of policies and laws on real estate market management and social housing development in the period of 2015 - 2023; focusing on the promulgation of detailed regulations, implementation instructions and other relevant legal documents; the implementation status of policies and laws on real estate market management and social housing development; the current status of management, direction, operation, organization and implementation of real estate market management and social housing development; focusing on a number of specific contents.

For the real estate market: Clarifying difficulties and obstacles of real estate projects; the situation of handling violations in the real estate sector; existence, limitations and causes of existence, limitations arising from institutions, legal regulations and the organization of implementation of legal regulations on land, planning, investment, housing, urban areas, construction, credit capital sources, issuance of corporate bonds, etc.

For social housing development: Programs, plans, forms of social housing development; subjects and conditions for benefiting from social housing policies; land funds, capital sources for social housing construction; implementation of social housing projects (including: procedures for investing in social housing projects, including selection of investors in social housing construction projects; incentives for investors in social housing construction projects); types of houses and standards of social housing area; determination of rental prices, hire-purchase prices, and selling prices of social housing; principles of selling, leasing, hire-purchasing social housing; management and operation of social housing.
