Today, the National Assembly continued its 26th working day (8th Session, 15th National Assembly) at the National Assembly House, Hanoi, under the chairmanship of National Assembly Chairman Tran Thanh Man.

Minister of Public Security Luong Tam Quang explained and clarified a number of issues raised by National Assembly deputies on the morning of November 26.

* Content 1: Under the direction of Vice Chairman of the National Assembly Tran Quang Phuong, the National Assembly held a plenary session in the hall, listening to the following contents: Minister of Public Security Luong Tam Quang, authorized by the Prime Minister, presented a report on the work of crime prevention and law violations in 2024. Chief Justice of the Supreme People's Procuracy Nguyen Huy Tien presented a report on the work of the Chief Justice of the Supreme People's Procuracy in 2024. Chief Justice of the Supreme People's Court Le Minh Tri presented a report on the work of the People's Court in 2024. Minister of Justice Nguyen Hai Ninh, authorized by the Prime Minister, presented a report on the work of the Chief Justice of the Supreme People's Court, the Chief Prosecutor of the Supreme People's Procuracy; work of crime prevention and law violations and work of the work of the People's Court in 2024. Chairwoman of the National Assembly's Committee on Judicial Affairs Le Thi Nga presented a report on the examination of reports on the work of the Chief Justice of the Supreme People's Court, the Chief Prosecutor of the Supreme People's Procuracy; work of crime prevention and law violations and work of the work of the People's Court in 2024.

Government Inspector General Doan Hong Phong, authorized by the Prime Minister, presented a report on anti-corruption work in 2024. Chairwoman of the National Assembly's Committee on Judicial Affairs Le Thi Nga presented a report on the verification of the report on anti-corruption work in 2024. Member of the National Assembly Standing Committee, Head of the People's Aspirations Committee of the National Assembly Standing Committee Duong Thanh Binh presented a report on the results of receiving citizens, handling petitions and supervising the settlement of complaints and denunciations sent to the National Assembly in 2024. Government Inspector General Doan Hong Phong, authorized by the Prime Minister, presented a report on the work of receiving citizens, handling complaints and denunciations on administration in 2024. Chairman of the National Assembly's Committee on Law Hoang Thanh Tung presented a report on the verification of the Government's report on the work of receiving citizens, handling complaints and denunciations on administration in 2024.

The National Assembly then discussed the following contents: Work reports of the Chief Justice of the Supreme People's Court and the Chief Prosecutor of the Supreme People's Procuracy; crime prevention and control and law violations; enforcement of judgments; corruption prevention and control in 2024. Results of monitoring the settlement of voters' petitions sent to the 7th Session of the 15th National Assembly. Results of receiving citizens, handling petitions and resolving citizens' complaints and denunciations in 2024.

At the discussion session, 22 National Assembly deputies expressed their opinions. The deputies basically agreed with the contents of the reports of the National Assembly Standing Committee, the Government, the Supreme People's Court, the Supreme People's Procuracy, and the verification reports of the Judiciary Committee and the Law Committee.

In addition, the delegates focused on discussing the following specific contents: On the work reports of the Chief Justice of the Supreme People's Court, the Chief Prosecutor of the Supreme People's Procuracy; crime prevention and control work and law violations; judgment enforcement work; corruption prevention and control work in 2024: settlement and trial of criminal, administrative, civil cases; settlement of requests for application of administrative handling measures by people's courts at all levels; supervision of the settlement of civil and administrative cases; judgment enforcement work; results of civil and administrative judgment enforcement work, causes and solutions in the coming time; asset valuation work in settling civil cases; results of crime prevention and control work and law violations, limitations and solutions; forecast of crime and law violations in the coming time; Law enforcement in handling crimes and law violations in the fields of: order, traffic safety, fire and explosion; prevention and combat of corruption, bribery, economic crimes, murder, information and personal data leaks on cyberspace; high-tech crimes; and violations of the law by minors.

Delegates suggested that in the coming time, it is necessary to strengthen propaganda, dissemination and education of the law; promote international cooperation in crime prevention and control; improve the quality of the draft Law on Civil Judgment Enforcement; increase the number of judges and prosecutors to promptly resolve cases; and invest in equipment to meet the requirements of online trials.

In addition, Vietnam needs to sign agreements on judicial assistance in corruption prevention and control; at the same time, continue to improve and enhance the capacity and effectiveness of functional agencies in corruption prevention and control.

Regarding the results of monitoring the settlement of voters' petitions sent to the 7th Session of the 15th National Assembly: results, limitations, causes and solutions in settling voters' petitions; issues of concern to many voters such as: limitations and inadequacies in education, bidding for the purchase of drugs and medical supplies; support policies for students of ethnic boarding schools, preschool children; social insurance payment issues.

Delegates suggested reviewing, promptly responding to, and resolving outstanding voters' petitions; publicizing information on the results of resolving voters' petitions on the National Assembly's Electronic Information Portal; and establishing a People's Petition Information Office at the Office of the National Assembly Delegation in provinces and centrally run cities.

Regarding the results of receiving citizens, handling petitions and resolving citizens' complaints and denunciations in 2024: delegates' opinions basically agreed that this work has had many positive changes, contributing to maintaining political security, order and social safety; some delegates' opinions further clarified the situation and implementation results, and at the same time requested the National Assembly, the Government, ministries and branches to analyze more specifically the causes of outstanding and prolonged problems in the work of resolving complaints and denunciations.

In addition, delegates also proposed many solutions to overcome shortcomings and limitations, contributing to further improving the quality and effectiveness of handling citizens' complaints and denunciations.

During the discussion, Minister of Public Security Luong Tam Quang, Minister of Justice Nguyen Hai Ninh, and Government Inspector General Doan Hong Phong spoke to explain and clarify a number of issues raised by National Assembly deputies.

* Content 2: Under the direction of Vice Chairman of the National Assembly Nguyen Khac Dinh, the National Assembly listened to the report of the Standing Committee of the National Assembly, Chairman of the Law Committee of the National Assembly Hoang Thanh Tung presenting the explanation, acceptance and revision of the draft Law on Notarization (amended); then, the National Assembly voted to pass the Law on Notarization (amended) by electronic voting, with the following results: 452 delegates participated in the vote (equal to 94.36% of the total number of National Assembly delegates), 449 delegates approved (equal to 93.74% of the total number of National Assembly delegates), 1 delegate did not approve (equal to 0.21% of the total number of National Assembly delegates), 2 delegates did not vote (equal to 0.42% of the total number of National Assembly delegates).

* Content 3: Under the direction of Vice Chairman of the National Assembly Nguyen Duc Hai, the National Assembly listened to Member of the National Assembly Standing Committee, Chairman of the National Assembly Economic Committee Vu Hong Thanh present a report explaining, accepting and revising the draft Law on Urban and Rural Planning; then, the National Assembly voted to pass the Law on Urban and Rural Planning by electronic voting, with the following results: 456 delegates participated in the vote (equal to 95.20% of the total number of National Assembly delegates), 455 delegates approved (equal to 94.99% of the total number of National Assembly delegates), and 1 delegate did not vote (equal to 0.21% of the total number of National Assembly delegates).

* Content 4: Under the direction of Vice Chairman of the National Assembly Nguyen Duc Hai, the National Assembly listened to Member of the National Assembly Standing Committee, Chairman of the National Assembly's Finance and Budget Committee Le Quang Manh present a report explaining, accepting and revising the draft Law on Value Added Tax (amended); then, the National Assembly voted to pass the Law on Value Added Tax (amended) by electronic voting, with the following results: 451 delegates participated in the vote (equal to 94.15% of the total number of National Assembly delegates), 407 delegates approved (equal to 84.97% of the total number of National Assembly delegates), 36 delegates did not approve (equal to 7.52% of the total number of National Assembly delegates), 8 delegates did not vote (equal to 1.67% of the total number of National Assembly delegates).

Wednesday, November 27, morning: The National Assembly held a plenary session in the hall, voting to pass the following contents: Law on People's Air Defense; Law on Trade Unions (amended); Resolution of the National Assembly on investment policy for the National Target Program on Cultural Development for the 2025-2035 period; then, the National Assembly discussed the draft Law on Employment (amended).

Afternoon: The National Assembly held a plenary session in the hall, voting to pass the following contents: Law amending and supplementing a number of articles of the Law on Health Insurance; Resolution on investment policy for the National Target Program on Drug Prevention and Control until 2030; then, the National Assembly discussed the draft Law on Special Consumption Tax (amended).

From 4:45 p.m., the National Assembly will meet separately on personnel work.
