Increasing the retirement age of military officers and rearranging administrative units in many provinces and cities are policies that will take effect from December.
Lieutenant and colonel officers increase their service years by 1-4 years.
The Law amending and supplementing the Law on Officers of the Vietnam People's Army, effective from December 1, stipulates that the service age of active officers will increase according to military rank.
Specifically, the age of service for lieutenants will be 50, an increase of 4 years compared to before. Other ranks will also have age adjustments, major 52 (increased by 4 years), lieutenant colonel 54 (increased by 3 years), senior colonel 56 (increased by 2 years) and colonel 58 (increased by 1 year for men and 3 years for women). The age of service for generals will remain the same at 60 for men and increased by 5 years to 60 for women.
For reserve officers, the service age for lieutenants will increase from 51 to 53, majors from 53 to 55, lieutenant colonels from 56 to 57, lieutenant colonels from 57 to 59, and colonels from 60 to 61. The retirement age for generals will remain at 63. For the Commander of the Commune Military Command, the service age will be regulated according to the Labor Code.
In addition, officers may have their service period extended for no more than 5 years if they have sufficient political qualities, ethics, capacity, health and are willing to volunteer. In some special cases, the Minister of National Defense may decide to extend the service period beyond 5 years.
Arrangement of administrative units in some provinces and cities
According to resolutions of the National Assembly Standing Committee, many provinces and cities will reorganize administrative units in the 2023-2025 period, effective from December 1. After the reorganization, Bac Lieu adjusted the boundaries of some communes; Bac Ninh reduced two wards and four communes; Ben Tre reduced one district and 43 commune-level units; Binh Dinh reduced four communes; Binh Thuan reduced six communes; Ca Mau reduced one commune; Hai Duong reduced 28 commune-level units; Hung Yen reduced 22 commune-level units.
Kien Giang reduced one ward; Lang Son reduced one district and six commune-level units; Lam Dong reduced two districts and five communes; Long An reduced six communes; Nghe An reduced one district and 48 communes; Quang Binh reduced six communes; Thai Nguyen reduced five communes and Yen Bai reduced five communes.
Eliminate teacher promotion exams
Circular 13 of the Ministry of Education and Training, effective from December 15, stipulates the abolition of exams and the switch to considering promotion of teachers' professional titles. This is consistent with the Government's decision to abolish civil servant promotion exams at the end of last year.
Thus, instead of having to take an exam, teachers can register for promotion if they meet the standards of expertise, professionalism, political qualities, professional ethics, and years of service. For example, a Grade III preschool teacher who wants to be promoted to Grade II must have been rated "Good at completing tasks" or higher for two consecutive years. General education and pre-university teachers must meet this condition for three years.
To be considered for promotion from Grade II to Grade I, teachers must have 5 consecutive years of "Good performance" or more, including at least two years of "Excellent performance". In addition, they must have emulation titles and awards during their time holding Grade II. This is to ensure that a title or achievement cannot be used simultaneously for two promotions (from Grade III to II and from II to I).
The Ministry of Education and Training believes that the above standards will help ensure the requirement of a maximum ratio of grade I teachers of 10% and grade II teachers of no more than 50%, according to the guidance of the Ministry of Home Affairs, as well as selecting worthy people.
Increase compensation for people directly involved in mine clearance
Decision 16/2024 of the Prime Minister stipulates the compensation regime for those directly performing the task of surveying and clearing bombs, mines and explosives after the war.
Accordingly, from December 1, officers, professional soldiers, non-commissioned officers, soldiers, defense workers, defense officials, cadres, civil servants, and public employees assigned by competent authorities to directly perform the task of surveying and clearing bombs, mines, and explosives, in addition to salary, allowances (if any) and other regimes and policies according to the provisions of law, will receive a compensation of 350,000 VND/day.
If the time spent directly performing tasks at the survey area, clearing bombs, mines, and explosives is less than 4 hours, it is counted as half a day; 4 hours or more is counted as one day.
