Hai Duong is organizing the examination to promote the professional titles of preschool and public primary school teachers in the province in 2024. Teachers hope that this will continue to be public, transparent, and ensure the rights of candidates.

Highly competitive

Ms. Le Thi Huyen, Principal of Lai Cach Kindergarten, Lai Cach town (Cam Giang) said that according to the approved quota, the school had 27 teachers considered for promotion to grade II when in reality there were 42 teachers qualified. To ensure objectivity and transparency in the promotion consideration, the school's Board of Directors established a Council to organize the review, established a promotion review team and held many public meetings with staff and teachers in the school. All questions and recommendations from teachers were answered and resolved publicly. Comparing the regulations and instructions, the school created a spreadsheet and sent it to each teacher so that everyone could self-evaluate, comment, declare their training level, working time, age, achievements, etc. Up to now, the teachers considered for promotion all agree with the Board of Directors' approach.

According to the report of the Department of Home Affairs, the whole province has more than 15,000 teachers who need to upgrade their professional titles of public preschool and primary school teachers from grade II to grade I, from grade III to grade II. After initial screening, more than 9,000 teachers are eligible for promotion. Of which, 7,286 teachers are upgrading from grade III to grade II; more than 2,000 teachers are upgrading from grade II to grade I.The demand for promotion is high, there are many teachers eligible for promotion while the approval quota is limited, so the competition is very high.

Strict process

According to the leader of the Department of Civil Servants and Public Employees (Department of Home Affairs), the Department has closely coordinated with the Department of Education and Training to advise the Provincial People's Committee to develop and issue projects and plans, and guide localities in organizing promotion consideration.

Most recently, the Provincial People's Committee issued plan 1789/KH-UBND dated May 16, 2024 on organizing the examination.Professional titles of public preschool and primary school teachers in 2024. According to the above plan, the determination of teachers who are selected for promotion will be carried out in order of priority for teachers with higher achievements in professional activities that have been recognized by competent authorities. The order of priority is from high to low, rewarding meritorious deeds first, emulation movements, and special events later. In the case of teachers at the same level of achievement, teachers who have achieved many times recognized achievements will be determined to have higher achievements. Next, priority will be given to female teachers, teachers of ethnic minorities; older teachers; civil servants with more working time...

It is expected that from May 26 to 29, the Provincial Teacher Promotion Council will review and score teacher profiles submitted by units and localities. Many teachers participating in the promotion review round all hope that the promotion review round will be organized seriously and objectively.
