Strengthening the Party's leadership in practicing thrift and fighting waste

On behalf of the Politburo, Standing member of the Secretariat Truong Thi Mai signed and issued Directive No. 27-CT/TW (dated December 25, 2023) of the Politburo on strengthening the Party's leadership in practicing thrift and combating waste.

We respectfully introduce the full text of the Directive:

Over the past years, the implementation of the Party's policy on practicing thrift and combating waste has created positive changes; policies and laws continue to be improved, overcoming shortcomings and limitations, removing difficulties and obstacles, basically meeting practical requirements; inspection, auditing and supervision work has been strengthened. Party committees, party organizations, agencies, units, cadres and party members, especially leaders, have seriously disseminated, raised awareness and responsibility, contributed to effectively managing and using resources for socio-economic development, national defense, security and foreign affairs; and mobilized people of all walks of life to actively participate in the Party's policies.

In addition to the achieved results, awareness of practicing thrift and fighting waste is not deep and complete; sometimes and in some places, the organization is not good, the implementation is not strict; some agencies, units, localities, a number of cadres and party members are not exemplary in practicing thrift and fighting waste; waste and loss are still common, some cases are very serious.

Policies and laws, especially the management regime of finance, credit, public assets, public investment, land, bidding, capital management, and state assets, are not yet complete and still have shortcomings. The implementation of conclusions and recommendations of inspection, examination, and audit agencies related to this issue is still slow. The work of mobilizing and propagating cadres, civil servants, public employees, and people to practice thrift and combat waste has not received due attention.

To promote thrift practice and anti-waste, the Politburo requires Party committees at all levels, Party organizations, authorities, the Vietnam Fatherland Front, and socio-political organizations to focus on implementing well the following key tasks and solutions:

1. Thoroughly grasp, raise awareness, strictly organize the implementation of the Party's guidelines, policies and laws of the State on practicing thrift and combating waste; consider this a key and regular task of the entire political and social system, first of all of Party committees and organizations, each agency, unit and locality; as a behavioral culture of each cadre, Party member, civil servant, public employee and each citizen, especially leaders, leaders and managers, contributing to improving the efficiency of mobilizing, allocating and using socio-economic resources for national development and improving people's lives.

Strengthen the integration of educational content on thrift practice and waste prevention in the national education system. Diversify, innovate forms and mobilize the participation of news agencies and press in propaganda and mobilization work to improve implementation efficiency.

All levels, sectors, agencies, units and localities must develop specific plans and programs, and promote the responsibility of Party committees, Party organizations and leaders in leading and directing the practice of thrift and combating waste in conjunction with the performance of assigned duties and tasks; cadres and Party members, especially leaders and managers, must be exemplary and mobilize their families and people to actively participate in practicing thrift and combating waste.

2. Continue to review, supplement and perfect the law on practicing thrift and fighting waste in the direction of taking thrift as the goal and fighting waste as the task, ensuring unity, synchronization and feasibility; focus on clearly defining the responsibilities, tasks and powers of agencies, organizations, collectives and individuals, especially the heads; specify violations and forms of handling; focus on areas prone to loss, waste and negativity such as bidding, auction, management and use of land, resources, credit, public asset management, public investment, use of capital and state assets in enterprises. At the same time, amend and perfect the system of standards, regulations, economic-technical norms, unit prices, and public spending regimes as a basis for reducing waste in the use of capital, assets, resources, labor and working time, improving the effectiveness of practicing thrift and fighting waste.

3. Develop and effectively implement a national strategy and program on practicing thrift and combating waste for 5 years, ensuring comprehensiveness, focus, and key areas every year, focusing on key areas such as energy, land, resources, minerals, state budget, and public assets. Agencies, units, and localities strictly implement regulations on public procurement, construction and use of headquarters, organization of conferences, celebrations, receptions, business trips, and overseas trips to ensure practicality, efficiency, and no waste or ostentation.

4. Strengthen state management, tighten discipline, thoroughly save, fight waste, improve the efficiency of management and use of national resources. Accelerate the roadmap for tax policy reform; improve the quality of forecasting; prepare and appraise state budget revenue and expenditure estimates; innovate allocation, promote state budget management based on output results; ensure the progress and quality of public investment projects to improve the efficiency of state budget use.

There is a plan to completely resolve the long-standing problems of important national projects, key projects, projects using ODA capital, BOT and BT projects with low efficiency, causing great loss and waste; weak commercial banks; projects that have stopped implementation according to the conclusions of competent authorities, and promptly put these assets into service for socio-economic development.

Exploit and use land, resources, and minerals economically, effectively, and sustainably, minimizing loss, waste, and negative impacts on the environment. Increase publicity and transparency in the use of the state budget, public assets, national resources, etc.; raise the accountability of state management agencies and leaders for causing loss and waste of the budget and public assets.

Promote the organization and restructuring of the political system and public service units towards streamlining, effectiveness and efficiency; strictly implement the policy and goal of streamlining the payroll for the 2021-2026 period; continue to perfect job positions associated with the payroll of the public sector, saving state budget spending on the apparatus and people.

Strengthening the application of science and technology, digital transformation, administrative reform, and socialization of public service provision.

Strengthen inspection, supervision, and audit of the implementation of the Party's guidelines and the State's policies and laws on practicing thrift and combating waste, focusing on areas, locations, and work positions where waste and negativity are likely to occur, and where there are many petitions, letters, complaints, and denunciations, and where public opinion is concerned and indignant.

Timely detect, prevent, and strictly handle organizations and individuals who violate, causing loss and waste of resources; strictly implement conclusions and recommendations of competent authorities, and recover money and assets for the State.

5. Promote the people's mastery, the supervisory and critical role of the Vietnam Fatherland Front, socio-political organizations, mass organizations and the people. Strengthen grassroots democracy, create conditions for people's inspection and supervision activities of the community at the grassroots level; promptly detect, inform, reflect and prevent acts that cause loss, waste and negativity. Timely commend, reward and replicate typical examples and initiatives; take practical measures to protect those who fight and denounce acts that cause waste and loss.

Supplement and perfect regulations, statutes, village covenants, and conventions of agencies, units, and residential communities in conjunction with patriotic emulation movements and campaigns; campaigns to build a cultural life, study and follow Ho Chi Minh's ideology, morality, and lifestyle.

Building a culture of thrift and anti-waste in agencies and organizations; encouraging people to increase thrift practice and anti-waste in production, business and consumption; implementing a civilized lifestyle in weddings, funerals and festival organization.

6. Implementation organization

- Provincial and municipal Party Committees, Party committees, Party executive committees, Party delegations, and Party committees directly under the Central Committee shall organize research and dissemination of the Directive; develop specific plans and programs, organize effective implementation; regularly inspect and supervise the implementation.

- The National Assembly Party Delegation and the Government Party Executive Committee lead and direct the completion of laws on practicing thrift and combating waste; strengthen inspection, examination and supervision of implementation.

- The Party Committee of the Vietnam Fatherland Front, socio-political organizations, and mass organizations shall step up propaganda and mobilization work, mobilizing members, union members, and people to actively participate in and supervise the implementation of the Directive and policies and laws on practicing thrift and combating waste.

- The Government Party Committee presides over and coordinates with relevant agencies to guide, monitor, inspect, summarize and finalize the implementation of the Directive and report to the Politburo and the Secretariat.
